Chapter 954: Chapter 71 The Purpose of Pannis

"Do you have any idea what your actions last night have led to?" Antuin said angrily, tapping his magic staff on the ground, "Shaking your heads? I guess you wouldn’t know. You had your fun and then scurried back to your temporary lodgings to sleep, oblivious to how many people were busy outside because of your actions. Due to your influence, the citizens’ emotions were whipped up to the brink of losing control. The planned parade and celebrations were supposed to last two hours and end shortly after your shenanigans, but the public and merchants, who had reluctantly accepted this outcome, were now unwilling to end it so abruptly. They insisted on continuing the celebration, and it wasn’t just the ordinary citizens—most of the tourists stood with them, causing those at City Hall a huge headache."

"What’s the big deal? Don’t be so serious," Pannis said with a lazy smile, unconcerned, "The whole point of ending the celebration early was to avoid inconveniencing the guests and to maintain the city’s clean, orderly image. Now that the guests themselves have led the charge in the revelry and pushed the atmosphere to its peak, what is there for them to headache about? They should just adjust the plans and keep the celebrations going."

"That’s easy for you to say, but it’s not so simple," Antuin replied through clenched teeth, "Events of city-wide scale are all arranged in advance. A last-minute change would bring a significant burden to the organizers. Today alone, I’ve had over twenty senior officials from City Hall complain to me. Even though they haven’t said it outright, they’re clearly grumbling about your actions. Their lament is pitiful—it’s made conveners like us embarrassed to meet them. Looks like we’ll have to sneak around to avoid them for the next few days."

"Hahaha, they think it’s a headache because they are lazy," Pannis laughed mischievously, waving his hand dismissively, "They might grumble on the surface, but an all-night parade and celebration—think about how much extra income and tax revenue that brings to the Municipal Government. They’re probably secretly thrilled. Besides, since when did you care about what they think? How does their complaining affect you?"

"Of course, I don’t care about their complaints, but it’s the image, the image of Her Majesty the Queen that has been seriously affected," Antuin said with diminishing anger, "I know what you were trying to achieve with last night’s disturbance. Indeed, you had fun and managed to lift the spirits of the Neville citizens, reducing their dissatisfaction with the various meetings to the lowest and creating the best environment for a united battlefront should it come to that. Moreover, your actions have led the money-minded Nevilles to a new understanding towards all races, bringing us closer from official to common levels, facilitating smoother inter-council meetings. I admit, your goal was completely achieved, and the effect was very good. If we don’t consider the methods used, your plan looks a lot like something Kyle would have done in the past. But surely there are better ways, right? Did you have to have the Queen and the esteemed Winged people perform songs and dances in front of tens of thousands? Aren’t there many other ways to fulfill your aims without resorting to the most unacceptable one?"

"Eh, so it actually had that effect, that’s really... ah, no no no, what I mean is, we indeed considered that, hahaha, it was all planned this way," Pannis said with a forced laugh, avoiding eye contact, "Even the best-laid plans can overlook some details, hahaha, and this plan was no exception. Since the outcome was good, there’s no need to worry about the details, hahaha, right, the details shouldn’t matter."

"That’s not a mere detail, you damn fool," Antuin sighed helplessly, raising his voice to rebut the snickering Pannis.

"All right, all right, Uncle Antuin, don’t be too angry," Flare said, soothing him with a gentle smile, "I was quite sober yesterday, just sang a few songs, played some music, nothing too excessive. It shouldn’t have a significant impact on our race’s image. I know you are upset because you care about me, but don’t worry, I am aware of what I’m doing."

"Sigh." Flare’s words made it hard for Antuin to continue to be angry, so he could only sigh deeply and shake his head in resignation, "Looking now, the impact doesn’t seem to be too great, hopefully it stays that way."

"Thank you for your concern," Flare said softly, "But I’m curious, after we left last night, did the situation change at all? And what’s it like outside today?"

"After you left last night, Your Majesty, it seems that representatives from the other race envoy groups also understood your purpose," Antuin said patiently, "So they too immersed themselves wholeheartedly, and cleverly helped the citizens argue for the chance to continue the celebration. In fact, the Neville Federal Council probably guessed your motives from your actions, and the Supreme Council issued direct orders for the City Hall staff to go along with the act."

"I can imagine," Flare said with a smile, nodding, "There are many smart people in the Neville Federal Parliament; they certainly know how to maximize benefits."

"Yes, for the sake of future cooperative efforts in war, they have been cooperative too," Antuin continued, "From early this morning, they’ve been subtly promoting last night’s actions of all races, to increase their favor with Neville citizens. As for the effect, well, it should be rather good. At least from what I have observed, the interactions between Neville people and other races have become more natural. If previously Nevilles’ enthusiasm was due to City Hall’s orders or purely for business, now it includes personal sentiment too. It’s clear that the populace of this human nation is gradually changing its stance, and hopefully, this means we won’t relive the discord in military cooperation among the various races that we experienced during the Return of the Dead over a century ago."

"That’s enough," Flare said thoughtfully, "Being able to cooperate without any barriers is a good thing for any party involved in the war. If there must be another Undead War, perhaps our efforts this time can spare some lives."(To be continued.
