At 6:55 PM, Yang Yi and his team found the restaurant Justin had mentioned—a small place that was clean and tidy but by no means could it be associated with words like upscale or expensive.

They walked into the restaurant and Yang Yi quickly realized that the place was actually quite busy, with almost every table filled.

Yang Yi soon spotted Justin, who was sitting at a table by the window. Justin also saw Yang Yi and immediately waved his hand, smiling and saying, "Come over and sit."

Yang Yi approached Justin, who pointed to the chair next to him and said, "Sit here, someone else will be joining us shortly."

Justin had invited only Yang Yi to sit, regardless of how high Brian’s position was within the Organization of Water, it seemed there was no place for him at Justin’s table.

Brian and Zhang Yong silently walked over and sat down at an empty table nearby.

Yang Yi sat down next to Justin and asked in a low voice, "Why choose a place like this?"

The restaurant was noisy with many people talking, though no one was speaking loudly, the chatter was still a constant buzz.

Justin looked around and smiled, "Because the food here is delicious, and it’s inconspicuous, which makes it convenient for discussing matters. Just wait a moment, the person I’ve arranged to meet us will be here soon."

"Who is it?"

"Don’t ask so many questions. Just remember this, for each person you choose, pay them fifty thousand US dollars. Fifty thousand per person. Just take away the ones you like, and don’t bother with the rest."

"This sounds like human trafficking..."

"No, no, no."

Justin turned his head to look at Yang Yi and said in a very serious tone, "You need to understand, we are here to rescue those who have no way out, so right now we are playing the role of God."

After speaking, Justin twisted his neck and added, "Just remember not to let your sympathy overflow, don’t make trouble for yourself, and don’t feel sorry for anyone. You can take away the useful ones; don’t waste money on the useless ones."

Yang Yi pondered for a moment, then said softly, "Still sounds like trafficking. Are there any specifics that I need to be aware of?"

Justin shrugged and said, "My preference is for those with families, better if they have children. These people are easier to control, but as for what kind of people you need, I have no idea."

Suddenly, Justin stood up, and Yang Yi saw a somewhat overweight middle-aged man entering the restaurant, heading straight towards Justin.

Yang Yi stood up as well.

Justin shook hands with the arriving middle-aged man, then, pointing to Yang Yi, he smiled and introduced, "A friend of mine, he’s looking to expand his manpower."

The newcomer nodded, sat down, ordered his meal quickly, and then said to Justin in a deep voice, "I’ve found the people you want, a total of twenty-four. You can further screen them."

"Good, any problems that are hard to solve?"

"Some have already been sent to prison, others have their freedom restricted and are under house arrest. Those not in prison are easy to deal with, but those in prison might take a bit more time."

"But the price won’t be raised," Justin insisted.

"Prices remain as is, only one request—don’t send them to Russia," the man replied.

As he spoke, the middle-aged man handed a small notebook to Justin and said, "Take a look, all the information is in there. Whichever one you fancy, I’ll take you to them."

Justin began browsing the notebook, then frowned and said, "This one, this one is possible. I want to meet him in person."

Yang Yi glanced over and saw the notebook listed a name and the person’s former position—an analyst for Ukraine’s National Intelligence Service.

Justin continued flipping through the notebook, then pointed to a name and remarked, "This one seems to be in a bit of trouble. I want to meet with him first."

The man checked the notebook and said, "Can do."

Justin kept looking through it until he closed the notebook and decided, "Just these two then."

"Only two?"

"Buddy, I don’t take in trash. I only want the very best, and from what you’ve given me, none seem particularly remarkable."

The middle-aged man seemed displeased and looked at Yang Yi, then asked in a low voice, "What about you, what kind of person are you looking for?"

Yang Yi pointed to the notebook and asked, "May I take a look?"

The middle-aged man glanced at Justin, who shrugged and after tearing off two pages, passed the notebook to Yang Yi, saying, "I don’t think this is what you need."

Name, sex, age, position, and family situation—the notebook contained all these details. Yang Yi saw that most listed individuals were around forty years old and held not-so-high positions.

The issue was that one couldn’t gauge a person’s capabilities from a piece of paper. Just by looking at names and positions, who knew whether these individuals were especially competent or just coasting along, collecting a salary.

The Organization of Water didn’t need to support a bunch of idle people, nor did it have the luxury to do so.

Yang Yi closed the notebook and said to the middle-aged man, "Do you have any active field agents or combat personnel? I want those kinds of people."

The man replied indifferently, "How many do you need?"

"As many as you have, as long as they’re good. I only want the exceptional ones, no ordinary people."

He shook hands with Yang Yi, then said gravely, "Agents I have, as well as combat personnel, but some are locked up in prison.
