Chapter 476: Chapter 476: The Insider’s Plan to Kill Two Birds with One Stone

Placing the sealed document envelope on Bureau Chief Nasim’s desk, Horst took a few steps back and walked over to Luo An.

Luo An glanced at Horst without showing any emotion. This guy was indeed too serious and formal, but some superiors, like Bureau Chief Nasim, definitely appreciated such people.

As Bureau Chief Nasim opened the envelope, he gestured for Luo An to continue.

After pausing for a few seconds, Luo An continued:

"The mole probably discovered that the former team leader, Linden Osborne, was secretly investigating the strange deaths of undercover agents and was aware of the Homeland Security Department’s operation against the Naloya Drug Trafficking Group."

Luo An indicated that the mole might have used some means to contact the leader of the Naloya Drug Trafficking Group, Tahveli, informing him that he had an FBI undercover agent by his side.

With Tahveli’s hatred for undercover agents, the mole could completely leverage the undercover identity and extort a large sum of money from Tahveli.

At the same time, the mole could also provide Tahveli with a "free piece of information" – that the leader behind the operation which resulted in Tahveli’s son being caught and his grandson’s wife being killed was Linden Osborne.

Given Tahveli’s enmity towards that incident, Tahveli would inevitably target the Lindens.

When Linden dies and the investigator of the mole disappears, the mole would not only make a profit, but also gain more time to prepare for either leaving the FBI Los Angeles Branch or other schemes.

At this point, Luo An paused, then added:

"Of course, we can’t rule out the possibility that the mole sold the undercover identity and the information about Linden Osborne separately to the Naloya Drug Trafficking Group, making money twice over."

Upon hearing this, Horst’s eyebrow twitched. Luo An’s analytical and judgment skills were definitely among the best he had seen among Special Investigation Team leaders.

Moreover, whether it was an illusion or not, he felt that Luo An seemed very experienced in these matters.

Bureau Chief Nasim looked up at Luo An, very satisfied with his gaze, put down the documents in his hand, and said in a deep voice:

"Your analysis is very good, and you’re right. The Homeland Security Department has sent a total of 6 undercover agents to infiltrate the Naloya Drug Trafficking Group.

Four of them currently hold lower positions and nothing has happened to them.

The other two with the highest status have suddenly lost contact recently. The Homeland Security Department believes that they have most likely been exposed and killed by the Naloya Drug Trafficking Group.

The reason for their exposure is still under investigation by the Homeland Security Department."

Upon hearing this, Horst’s expression darkened, and Luo An’s face also fell. The other implication of the Homeland Security Department "still investigating" was that they didn’t know the cause of this incident.

This meant that Luo An’s speculations were highly likely to be correct; the identities of these two undercover agents were probably directly exposed to the leader of the Naloya Drug Trafficking Group by the mole.

Bureau Chief Nasim sat with a wooden expression, continuously tapping his desk with his right hand fingers, pondering something.

As time ticked away, suddenly, he looked at Luo An and Horst and said emphatically:

"I will order the Homeland Security Department to head to Southern California the day after tomorrow and launch a surprise operation against the Naloya Drug Trafficking Group.

Luo An, you will lead the Special Investigation Team in this operation, ensuring that the Naloya Drug Trafficking Group’s leader, Tahveli, is safely brought back to Los Angeles.

Horst, you will be responsible for coordinating with the Homeland Security Department."

"Understood!" both replied in unison.

As Bureau Chief Nasim’s words fell, Luo An and Horst nodded together, exchanged a few words briefly, and then left the bureau chief’s office together.

Horst from the Monitoring Department nodded to Luo An and took off first. Luo An stepped into the elevator, watching the slowly descending numbers, and began to ponder the meaning behind Bureau Chief Nasim’s words.

The most significant point was that Bureau Chief Nasim now had some doubts about the internal situation of the Homeland Security Department, worrying that Tahveli might die from "unknown causes," which is why he called for Luo An to lead the Special Investigation Team in the operation.

Bureau Chief Nasim’s words also indicated that the Homeland Security Department, not the Special Investigation Team, would lead this operation.

The Naloya Drug Trafficking Group case originally belonged to the Homeland Security Department, so naturally, the Special Investigation Team couldn’t snatch the credit. Luo An understood Bureau Chief Nasim’s arrangement and had no intention of competing with them for this credit.

Besides, the joint operation between the Homeland Security Department and their Special Investigation Team certainly couldn’t be hidden from the people in this building.

Director Nasim likely arranged things this way to scare the snake, to observe some people’s reactions and attitudes in order to identify the mole.

Realizing this, Luo An slightly narrowed his eyes; it seems Director Nasim likes and is adept at playing with overt strategies.

Following this, Luo An started to consider potential emergencies that may arise in the operation the day after tomorrow, as well as solutions and other contingency plans.

Returning to the Special Investigation Team’s office area, Luo An mentioned going to California the day after tomorrow for an arrest, and all the agents were immediately abuzz.

Chenier was the first to stand up, speaking earnestly:

"Group Leader, all we have right now is circumstantial evidence and reasonable conjectures.

There isn’t sufficient evidence at present to prove that Tahveli is the mastermind behind ordering Martin to kill the Linden-Osborne family."

"I know."

Luo An gestured for Chenier to sit down; he had already considered this.

The Special Investigation Team currently didn’t have direct evidence for the previous supervisor Linden’s murder case. Homeland Security Department had lost two undercover agents, but having invested a year’s time on the other party, it’s impossible to have achieved nothing.

In Director Nasim’s eyes, quickly and secretly finding that mole was most important, whether Tahveli could be convicted was only secondary.

Seeing Chenier about to speak again, Luo An continued:

"This operation is a joint effort between our Special Investigation Team and the Homeland Security Department."

Everyone including Michelle and Reesi were taken back for a moment. A glint of light crossed Luo An’s eyes as he waved his hand, saying:

"Mona, Winslow, Chenier, come to my office for a moment."

"...OK."

The three exchanged glances, puzzled, but still nodded and followed Luo An into the Group Leader’s office.

"It’s all so secretive."

Watching this scene, Reesi, who stayed in the office area, muttered under her breath before sitting back down and began to leisurely snack with Michelle.

Since Los Angeles is a bit far from Southern California, the Special Investigation Team together with Homeland Security Department and several SWAT teams left for the very southern city near Mexico, Elsondero, the next evening at seven o’clock.

"Good evening, Group Leader Greenwood."

In a completely black, large armored vehicle, a white male in his forties, somewhat balding with a Mediterranean hairstyle and not quite 1.7 meters tall, smiled and extended his hand to Luo An, saying:

"I’ve heard that the head of the Special Investigation Team is very young; meeting you today, I realize I really did lack a bit of imagination."

"Good evening, Group Leader Arnold."

Luo An chuckled, reaching out to shake hands with him, exchanging a few simple pleasantries.

Group Leader Arnold, head of a certain investigation team in the counter-intelligence department at Homeland Security Department, had always been dealing with the Luo Ya drug trafficking group.

This was Luo An’s first meeting with Group Leader Arnold, and personally, there was no animosity between them.

However, professionally, because the Special Investigation Team was temporarily assigned to this arrest operation by Director Nasim, the look in the eyes of agents under Group Leader Arnold towards several agents of the Special Investigation Team wasn’t very friendly.

Nonetheless, since Group Leader Arnold and Luo An had a good chat, and since the Monitoring Department’s Horst was always sitting nearby, the atmosphere inside the vehicle was still relatively calm, and the Homeland Security Department team members didn’t say anything overly offensive.

A few hours later, several black armored vehicles arrived on a certain street in the eastern part of the city of Elsondero.

Following this street and going further for more than two hours, you’d come to a very ordinary-looking, large farm common in California.

Yet it is this very unremarkable farm that provides white powder and other addictive substances to one-sixth of the junkies in the entire state of California every year.

The farm is the center region of the Naloya Drug Trafficking Group and is also the target of Homeland Security Department, Special Investigation Team, and the SWAT teams on this mission.
