“Mmm, hurry up and send those Frost Giants under your command to this location.” Muria projected a glow of spirit light to Clodia’s brow with his finger.

The Frost Queen did not resist, allowing the spirit light to rest on her brow. It was merely a light containing spatial coordinates, nothing dangerous.

“I will get them to you within three days. When are you planning to attack the Frost Giant Tribe?” After receiving the coordinates, Clodia summoned an Old Dragon and gave it some instructions and asked.

“I will first unite these Frost Giants. It will take some time.”

“Why don’t you just head in and take control? Are you expecting these Frost Giants to fight for you? They combined are not even as powerful as a single punch from you.”

“It’s mainly due to the problems of subsequent governance and development,” Muria frowned, “I found that the development of the Frost Giants’ civilization is essentially still at the primitive stage of blood drinking and flesh eating. “I plan to enlighten them, bring the light of civilization to every Frost Giant, and help them escape from their current state of ignorant, savage, and backward primitive society.” Muria voiced his earth-shattering idea.

“I only asked you to conquer the three large Frost Giant tribes around me…” hearing the ambitious plan that Muria had developed under her guidance, White Dragon Clodia was somewhat flustered, “I didn’t ask you to become a sage.”

“Unless something unexpected happens, I should stay on this continent for a long time.”

“Hold on, Muria. It’s not easy to become a sage for the Frost Giants. To reach your goal of illuminating each Frost Giant with the light of civilization, you have to conquer them first.”

“I understand. The Frost Giants’ primitive society doesn’t have as many intricate rituals and morals as humans do. It’s pure survival of the fittest, with the strong taking the lead. “Do you need help? With such vast territory, you’ll need an army to maintain control once you’ve captured it. I can lend you my legion.”

“Humph, you should focus on assimilating the human territory you’ve swallowed. Always wanting more, there’s no satisfying your greed.”

“Aren’t I just worrying that you won’t have anyone to use?”

“I’m not freshly out of the Titan Islands. This will be my fifth subcontinent to travel on. Do you think after such a long time, I am penniless, with no one under my command to order around? You’re underestimating me.”

“Then where is your legion?”

“They’ll be here soon enough, I only came here to assess the situation first. I hope you won’t be too frightened when the time comes.” Muria was looking forward to Clodia’s expression when seeing Xena Pus, it should be interesting!

“Is it that exaggerated?”

“You’ll know when you see it.” Muria looked at Clodia, who completely dwarfed an average-sized White Dragon, “Now it’s your turn. Tell me how you plan to govern humans. Also, the issue regarding your slaughter of five million humans.”

“You believe those rumours meant to smear my reputation?”

“Of course not, how could you possibly be that bloodthirsty. But why don’t you tell me how many people you’ve killed when you seized the Four Duchies?”

“About 2.3 million. Not more than that.”

“Hmm, it’s about the same as what I’ve heard.” Muria nodded, “And there were no civilians among them, right?”

“Mainly the armies of the Four Duchies. I conquered the Four Duchies in such a short period of time. Killings are inevitable. I need the bloodshed to intimidate the other humans. Only through death will they submit to my rule.

“For drafting a Legal Code, I can recommend someone to you.” Muria summoned Mels who was on Xena Pus and brought him before Clodia.

“Mels? Not bad, he’s advanced to Legend.” The Frost Queen eyed Mels, who was not even as tall as Muria’s palm. She recognized this Great Demon.

“It’s been a long time, Miss Clodia. Your charm outshines the past,” Mels recognized the identity of the White Dragon on the Ice Throne and immediately complimented, “Compared to His Majesty and Miss Clodia, I am far from it–I’m really nothing.”

“Indeed, you are nothing.”

“…” Mels stiffened slightly.

“Mels, Clodia has conquered the Four Human Duchies,” Muria instructs the Abyss Refining Demon next to him, “Now she needs a Legal Code appropriate for both humans and monsters to govern the country. You will help oversee the draft of the Legal Code.”

Demons like to trick and coax Intelligent Creatures into signing contracts that sell their souls. They are adept at tampering with contract terms and exploiting loopholes.”

“There’s no need for supervision. While my manpower is limited, it’s sufficient for drafting a Legal Code. Let Mels find the loopholes in the Legal Code, that’s an easy request.”

“As you wish, Miss Clodia.” The Great Demon bowed slightly.

“How far has Xena Pus flown? How much longer until it reaches my location?.” Muria asked.

“Xena Pus has reached the Depluson Subcontinent, it will arrive here in about a month.”
