Those still wandering the streets during lunchtime weren’t necessarily the wealthy. Many, though dressed similarly, had frayed sleeves and collars, indicative of their strained circumstances. Even the inner garments distributed by the district government were sold.

Few people on the street were accompanied by children.

Standing by the window for a while, Xu Huo sat down to take out a prop, then changed his face to a brand-new one, switched clothes and shoes, and left the room.

Taking the subway, he arrived at Flower City’s welfare park—a place where any child without parents in Flower City lives until they’re sixteen. It’s a sizable area with schools, hospitals, and all public services. Besides being predominantly inhabited by children, it’s not much different from other places.

As soon as Xu Huo entered the park’s boundary, a surveillance drone approached, trailing him all the way to a nearby school.

He happened to see a group of children running.

The director smiled broader, "Are you new to Flower City? Your thoughtfulness for these parentless children right upon arrival shows you’re a kind-hearted person. However, Flower City has its own rules. Specific sponsorships are not allowed. Any donations are evenly distributed amongst all the children."

"Moreover, non-residents cannot adopt children."

"Children are innocent and pure; we aim to minimize potential dangers. Thus, anyone adopting a child must be under Flower City’s surveillance."

"I see," Xu Huo said. "When I passed by the school earlier, I noticed the children’s spirits are very good, unlike what I’ve seen in other districts. It seems Flower City’s children are well taken care of."

"Of course," the director boasted proudly, "I can confidently say, even in District 001, there’s no city with better welfare benefits than Flower City. The children raised here almost all grow up to be promising, with a considerable number becoming players, and will be the backbone of Flower City in the future!"

Xu Huo nodded and personally donated two hundred thousand White Notes.

The director, not finding this amount insignificant, graciously ushered him out and invited him to visit again.

As he exited, he encountered several children around fifteen or sixteen entering the building. They were all quite attractive. The leading boy smiled at the director, "Perfect timing; no need to go in to find you. We’re here to sign."

Contrary to the typical perception of orphans, these children bore varying degrees of arrogance, especially the speaking boy, who never made direct eye contact. Yet, there was no hint of displeasure on the director’s face as he smiled and took the pen to sign for each of them.

"I didn’t expect you to be leaving the park so soon. I heard Xiao He has decided to continue schooling with the Han Family. The Han Family is just a bit short of a few major corporations in Flower City. With their training, your future is undoubtedly bright."

The boy called Xiao He didn’t speak, but the girl beside him slightly lifted her chin and said with a sense of pride, "The Han Family’s car has already arrived. There’s no need for Brother Xiao He to officially become a player; he can change his last name to Han tomorrow."
