Whether or not one has mastered a Legendary Spell is a critical measure for a Legendary Spellcaster. Without mastery of a Legendary Spell, one can only be called a spellcaster, but as soon as one masters any Legendary Spell, regardless of whether it is Low or High-level, one leaps to the status of High-level Legendary Spellcaster.
