So, the true meaning indicated on the Warning Tablet should be "the lowest Rank of a racial adult individual."

According to this classification, his current Constitution should be just slightly above the lowest Rank of the Dragon-man Species, no wonder he felt distinctly less powerful facing the ’cheat-like’ adult Dragon-man Species, Rafael.
