Yan Fei saw that there wasn’t much to do, so he decided not to drive back with the car. Not feeling talkative, he said goodbye to Lin Baoguo and was ready to leave.

Luckily, Heizi and Old Ou were there, so he didn’t have to carry the bike anymore. They gave him a motorbike and left the old bike behind to get its tire patched—it wouldn’t be a problem since bicycles were commonly used in the countryside and every household would have some glue for fixing flats.

Back in town, he was, unsurprisingly, met with Old Pan’s long string of complaints. Fortunately, he managed to get Old Pan off his back by saying he’d been detaining a suspect. Upon hearing that the suspect had been apprehended, Old Pan breathed a sigh of relief.

They didn’t attend the training course as most people were still waiting for the police to return from the crime scene. Most of them pined to help in the search for the perpetrators.

After Yan Fei filled them in on the general situation, they all felt uneasy. Not many people knew the parties involved in the case. Still, the perpetrator was not someone exceptionally evil and had simply had too much to drink and acted impulsively. This distressed everyone.

Luckily Old Pan, seeing that everyone was there, started delivering a lecture on drinking less and working more.

The atmosphere didn’t lighten until near the end.

Even though Boss Ma was probably already summoning people to build greenhouses, Yan Fei wasn’t planning on asking these people for help. When everyone had left, Old Pan pondered: "Boss Yan, the people of our township are all looking at you! When can you help every household raise a few cows ..."

"What does that have to do with me!" Yan Fei, ready to leave, stared blankly at Old Pan’s statement.

Old Pan said, "The problem is with the drinking; they have too much free time. If they’re busy with cattle, feeding them during the day and worrying about fire and theft at night, do you think they will still have time to drink?" Old Pan presented a strong argument.

Not in the mood to argue, Yan Fei thought for a moment and then asked: "How many people are there in our township?"

Old Pan didn’t get the point initially, but as the head of the Armed Forces Department, he knew the data well and responded without thinking: "Over 75,000!"

"Oh!" Yan Fei responded and was ready to leave on his motorbike.

Old Pan couldn’t allow this. He held him back to ask, "Why did you ask me that?"

Yan Fei pondered: "Hmm, I was just calculating how many years it would take for the cattle farm to develop enough for each resident of the township to own a cow! This is a mighty task!"

Having recently learned these phrases from the morning newspaper, he found an opportunity to use them.

Old Pan scoffed: "You’re definitely not afraid to show off. Each resident to own a cow? Each calf costs an average of seven hundred, and 10,000 would cost seven million, and 75,000 would therefore cost over fifty million ... have you struck gold while digging for your cattle farm?"

Yan Fei chuckled: "Uncle Pan, your math skills are quite impressive! Your accounting skills are amazing; why not retire early and come to my cattle farm to keep accounts for me!"

Old Pan had some years before retiring! But unlike Lin Baoguo, he wasn’t angered by Yan Fei’s remarks. Instead, he smiled and said: "If you can really achieve the goal of ’one cow per resident’, I wouldn’t mind being the one to manage the accounts. I just doubt you can do it..."

Yan Fei pulled out the high-profile contract from Hong Kong: "See this? If this contract goes well, the goal could be achieved in just a few years! Let’s go to the township government. I was going to go with Uncle Baoguo, but I guess he’s busy today!"

Old Pan was stunned. Without asking more, he hopped on the motorbike. Once on the vehicle, he asked: "Is it that contract you mentioned that has three to four cows a day? Didn’t you say it’s confidential? Is all this beef going to be sent to the Provincial City?"

"No, not at all!" Yan Fei was keeping him guessing. "Stop asking. You’ll understand in a bit. Otherwise, I’ll have to repeat it to Mayor Chen later..."

"Then you better get going!" Old Pan urged.

The security at the township government wasn’t as tight as the county government’s. The gatekeeper, who was always sitting at the entrance, didn’t know a face he didn’t recognize. Yan Fei rode straight in without even greeting him, and when they arrived, the two went straight to Mayor Chen’s office.

Yan Fei handed over the contract. Upon seeing it, Mayor Chen was stunned, flipping through the papers and only managing to stammer: "Good, good, good ..."

Evidently, they knew Yan Fei had said that in one or two months, he could produce three to four cows a day. However, they hadn’t expected the price to be so high. They had only estimated the price based on regular beef prices, keeping in mind that fattening a cow could earn several hundred to a thousand yuan— this wasn’t a small sum to them.

Old Pan knew something was off when he saw this. He wasn’t being polite either as he leaned over to take a closer look. There was no one to entertain in Mayor Chen’s office anyway, and it was just the three of them. Mayor Chen also wasn’t the type to stick to the rules.

Mayor Chen handed the contract to Old Pan: "Have a look yourself!"

"No, don’t save it for me!" Mayor Chen joked. "Such expensive beef, if you give me more, my official career might end, it could be considered bribery..."

"It’s different!" Yan Fei explained. "The beef has different grades, some parts are better. Customers only want the best, i.e., the ones with marbling. Only about two-fifths of a cow’s beef can be sold at a high price, the rest can only be sold as regular beef here!"

Old Pan was intrigued: "There’s such a rule?"

Yan Fei then schooled them on beef grading. Both were as if listening to mythical tales and asked a lot of detailed questions in between.

While discussing this, Mayor Chen checked the time: "It’s lunchtime, let’s go, I’m treating, and we can continue talking over lunch!"

This worked well for Yan Fei, who now had the contract to get a free meal from the secretary of the County Committee, followed by one from the top official of the township— it was totally worth it.

During lunch, Mayor Chen further enquired: "With so many cows in Wan City apart from your cattle farm, are there any high-grade beef among the others?"
