Being proficient in combat and being dangerous aren’t directly equivalent; danger isn’t just demonstrated through destruction. From cultural to economic lifelines, certain Abnormalities can pose threats, so its danger to humans may not be significant, but its threat to civilization as a whole is extremely terrifying.

“No wonder it lost to the Biological Master, an advanced-stage Abnormality.” Qin Muye had come to understand that if there were a real fighter, the Biological Master would indeed be no match, even an Alpha-Level lone Cloud Whale could render it helpless, and it would ultimately need to resort to summoning a bear-type Synthetic Beast to fight back.
