The arrangements were clear except for the five lucky mercenaries who had escaped.

They were all associated with Lin Xianghua, but Lin Xianghua was only relatively familiar with one of them, Peter, so while these people could not be considered reliable, Gao Yi couldn’t just kill them all to repay Lin Xianghua’s favorability.
