By 11 a.m. the next day, a green Chevrolet parked on the street about 20 meters away from the Administration Bureau.

Chen Ke and Diana sat inside the car, as he took notes on a piece of paper with a pen, recording the locations of all the entrances and exits of the Administration Bureau and the number of guards at each.

The Administration Bureau was the most ostentatious building in the rich district of Holy Oak in Opportunity City. Not because it was particularly luxurious, but rather because it occupied a large area, and the two massive buildings were simply too eye-catching.

The Administration Bureau occupied a square plaza enclosed by black metal railings, with the main gate on the south side leading to the central park. Directly north of the park was a four-story office building—the main office of the Administration Bureau.

On either side of the park were a grey building and a dark orange building. Diana informed Chen Ke that the grey one housed the headquarters of the FPI, while the dark orange one hosted the CPA.

Chen Ke had never visited the CIA or FBI, but he guessed that in reality, the United States would not place an intelligence agency and an enforcement agency together. What was the United Federation playing at?

"What’s the difference between the FPI and the CPA? Your buildings are in the same courtyard?" Chen Ke couldn’t help but ask.

"The FPI is the investigation department, dealing primarily with cases related to Spiritual Energy, taking the lead in response and investigation. The CPA, on the other hand, manages intelligence, specifically analyzing intelligence on Spiritual Energy cases. That said... most of the time, our operations are quite chaotic, with both the FPI and CPA deploying agents to a scene, and then they end up arguing on the spot," Diana explained.

Chen Ke looked toward the Administration Bureau’s main entrance, where two guards in white uniforms sat inside a sentry booth.

"I don’t see anything like scanners," Chen Ke said.

"Well, if it’s a scanner, naturally it’s meant to be invisible to you," Diana explained.

"Lucina, what do you see on your side?" Chen Ke asked, taking out his cellphone.

On another street side of the Administration Bureau, Lucina parked her motorcycle and took off her helmet.

"Just like you, I didn’t see any scanners or sentries. There are two sentries. I just looped around to the north entrance, and it’s the same there," Lucina reported.

"It’s easy to avoid the sentries, but once inside it’s too risky. The park in the center is too open, and there are buildings on three sides... Plus, there are surveillance cameras, making infiltration impossible," Chen Ke assessed.

"We could come at night," Lucina suggested.

"Daytime and nighttime it’s all the same—the Administration Bureau is always staffed, given Spiritual Energy incidents won’t just stop happening when you sleep," Diana said.

"Does the Administration Bureau also work on a 996 schedule?" Chen Ke was surprised.

"What’s a 996?" It was the first time Diana had heard of this term.

"Work from 9 in the morning until 9 at night, plus an extra day on weekends," Chen Ke explained.

"That’s truly inhumane. To be working like that... you’d have no personal time," Diana shook her head.

"You’ll have it after ten years..." Chen Ke smiled.

"Quit the sweet talk, if the usual methods won’t work, what do we do?" Lucina’s voice came from the phone.

"We have to find another way to get you in, or consider my proposal. Just stay in my apartment; Parker, Diana, and I will charge in. Diana will find a way to open the doors," Chen Ke suggested.

"That’s not ideal, Chen Ke. If we barge in, we won’t have much time. Once the three of us enter, the Administration Bureau will go into a level-one alert, and then we might have to search for the item while under attack from the Spiritual Ability Special Forces R6... You don’t want to cause a full lock-down on Opportunity City, do you?" Diana shook her head.

"She has a point, this one time, at least," Lucina also agreed.

"I’ll think of something..." Chen Ke sighed.

Just then, a grey-blue van turned from the street corner towards the Administration Bureau’s main gate, stopping for the sentry’s inspection.

"Hey... what’s that?" Chen Ke glanced at the advertisement printed on the side of the van.

"That’s a van from Manning Cleaning Company. The Administration Bureau outsourced their cleaning," Diana said.

"Why didn’t you tell me sooner?! I think I have a way to get her in now," Chen Ke smiled.

"I know what you’re thinking, but the guards at the gate know them well, and... Lucina is the only ordinary person among us, who’ll drive her in?" Diana shook her head.

"I have a couple of guys for that," Chen Ke looked at Diana with a mysterious smile.

At 9 p.m., Lucina’s home.

"Chen Ke, you’re planning a heist with Lucina, and you didn’t call us? And... it hasn’t been long since the postman incident, isn’t your operation a bit reckless?" Hall put down his beer can and looked at Chen Ke and Lucina with concern.

The four of them sat around a dining table, where a map of Opportunity City lay spread out, marked with three routes in red and blue markers.

"This operation is no small matter; I don’t want to drag you guys into this. Just help me with the first part," Chen Ke said.

"What’s this map?" Priskin looked at the map, already picking up on something. The three routes all started at the Manning Company.

Hall took a look, as well. With their years of heisting experience, they understood what such a map meant at a glance.

"You guys are planning to rob the Manning Company? That damn company’s just a cleaning subcontractor, helping with window washing and mopping! After Pihom’s death, have you guys really fallen to this level?" Hall scratched the back of his head, incredulous.

"No, no... Look at these three lines on the map; they represent the routes Manning Company’s vans take back to the parking lot after cleaning jobs," Chen Ke clarified.

"We followed them all afternoon and looked into their long-term projects in Opportunity City. We found that the routes for three companies were quite fixed," Lucina added.

"The two red routes are used four times a week, but they only drive on the main roads. The blue route has two stretches through secluded areas with little to no foot traffic, and that’s the one going to the Administration Bureau once a week," Chen Ke pointed at the blue route.

"You want to steal their vans?" Priskin asked.

Lucina nodded.

"Not just the vans, but also their uniforms, three sets," Chen Ke indicated with a three-finger gesture.

"Ah, I see, tools for infiltration. You want us to steal the van, and then what? Which is your target?" Hall scanned the map, his gaze shifting back and forth between the endpoints of the two red routes.

"The target is the Administration Bureau," Chen Ke said.

At that, Hall looked at Priskin, who was furrowing his brow, seemingly shaken by the statement.

"Chen Ke... What do you need at the Administration Bureau?" Hall cautiously asked.

"Remember the green Holy Diamond? It’s in the hands of the Administration Bureau," Chen Ke revealed.

"So that’s what you’re after?" Hall pressed.

"You actually plan to rob the Administration Bureau? Lucina, talk some sense into him..." Priskin turned to Lucina.

"He has his reasons. Are you in or not?" Lucina crossed her arms and asked.
