Chapter 721: Chapter 383 Unification of Cross Island_2
"The lack of any patrols on the remaining walls of the enemy indicates that order in Upper City has collapsed."
"For this City of Sin, countless have desired it, and exhausted themselves trying to achieve it, only to end up with nothing."
"Including the failure."
"Who would have thought that you’d take control of this City of Sin so easily."
Ivita said: "The tsunami was purely an accident. One could only say that fighting against the Ocean Goddess in the sea is an act of extreme foolishness."
"After all, it was that Ocean Goddess who destroyed the walls of Upper City."
"You plan the attack yourselves. By tomorrow, I want us to have entered the Central Harbour."
...
After only a day of assault, by the afternoon of the following day, Ivita’s forces had taken control of all the remnant troops and local militias within Upper City. Ivita also entered the administrative buildings of Upper City.
It was then that Ivita found out why Upper City was so easily captured.
The reasons were complicated.
First, Earl Hilker and Earl Rozlof had been conducting a war of attrition on Upper City for nearly half a year, and only decided to determine the victor through a Knights Tournament. Secondly, before the tournament, there were actually over a dozen second-stage Black Death minions in Upper City, causing mass slaughter.
Directly killing the last remaining higher-ranking pirate knight in Upper City.
And practically annihilating most of the high-ranking nobles in Upper City.
Then, before Upper City could recover, the tsunami hit Blacktins Town.
In this way, Upper City, with its population of 500,000, fell effortlessly into the hands of Ivita.
Ivita immediately ordered Knight Goken, Knight Robinson, and others to maintain order in Upper City, deal strictly with fights, enforce penalties on theft and robbery, prevent refugees from fleeing the city, and instead organize personnel to repair damaged buildings.
Ivita stood atop the tallest building in Upper City, overlooking the bustling city that had regained its order, as the shadow of the Hearthstone Witch appeared behind him.
The Hearthstone Witch said: "Your Highness, congratulations."
"Do you want to acquaint yourself with the Light Soul first, or go to the hidden treasure of this city—the entity of the Seven Seas Law Code."
Ivita gazed up at the evening glow in the sky, feeling as if an invisible force was descending upon himself. This must be the Law acknowledging him as the Great Governor.
According to the rules of governance here, the leader of the army who takes Upper City is considered the ultimate pirate, standing above all others.
Ivita said to the Hearthstone Witch: "I’m now in the position of the Great Governor. But with Upper City captured, I’m afraid some undeterred minor pirates might attack us. Even a gathering of these minor pirates would constitute substantial power. Therefore, I don’t have the time to understand Light Soul at the moment."
"We must restore the defense of Upper City as soon as possible."
"Let’s deal with things as we go."
"Only one step remains, and then I can finally bring true rule to this land, ending the chaotic governance that has existed on this island since sixty years ago."
"Providing people with stable governance is the basic duty of all rulers."
As Ivita stood by the window uttering these words, his heart rate suddenly increased, and then he felt a vague premonition, his gaze drawn to a place in the center of Upper City.
The Law was resonating with him.
’That must be where the essence of the Law resides.’
’Upper city was constructed around it.’
’It is calling to me.’
Ivita clenched his fist. Cross Island was fragmented and chaotic, thus once unified it would bring great power, a power that can help him seize Ambros and later launch an attack on Alsace.
In Earth’s history, civilizations that just unified often pose a great danger to those civilizations that have been unified for a long time.
And this is quite normal.
Once united, there would be no need for such a large number of armies and warriors, only then would a large number of civil officials be required to maintain governance.
On the other hand, divided regions, with their mixed powers, often require maintaining a large army.
During the time of feudal fragmentation, these armies all drained each other, causing mutual harm. However, as soon as unity is achieved, these armies would unite against the outside world, erupting with immense strength.
Cross Island, Ambros are all fragmented regions.
As long as they could achieve unification, it would pose a threat to the already weakened kingdom of Alsace.
"The Church might assist me, I can borrow troops from the Pearl Tooth Kingdom, it seems that the time is ripe," Ivita thought, contemplating that his combined magical power equaled the power of the Witch Marquis.
Such power, supplemented by secular forces and some political strategies, would be sufficient to threaten the declining Alsace.
Not to mention, he held the moral high ground.
When he was weak, Alsace Kingdom might have been a piece of hard metal, but when he became powerful, there would be those within Alsace Kingdom who would want to contact him.
The Hearthstone Witch looked at the stunned Ivita and said, "Your Majesty?"
"Follow me." Ivita transformed into a peregrine falcon, soared through the sky, and rapidly headed towards the location within Upper City that held the embodiment of the law.
After searching from the high sky for a moment, Ivita quickly located a deserted well amidst a residential area.
The diameter of this deserted well was about one hundred meters.
It looked like a square, nothing out of the ordinary, with a huge chain in the middle, about as wide as two people combined.
The chain had already rusted over.
With a little thought, Ivita understood. This deserted well was like the dragon wells on Earth in his previous life, used only to balance the water level.
However, it was this very place that resonated with him.
Ivita hovered around the mouth of the Dragon Well for a while and stared into the deep well mouth. He suddenly realized that this must be the final Divine Spring.
The people of the Upper City perhaps overlooked this huge well, considering it just some ancient building left behind, completely forgetting that this well was once a sacred place cherished by the people of Cross Island.
But, such is the reality.
The victors who survived, their rumors, no one refutes, because the losers have become nothing but bones.
"The Seven Seas Law Code grafts onto the Divine Spring Law," Ivan said, "I’ll go down first to have a look."
The Vulture form of the Hearthstone Witch followed closely to Ivita, "Wait, Your Majesty, let me first see how deep this well really is."
The Vulture dived towards the ground, picked up a rock, threw the rock into the deep well, but even after waiting for a long time, there was no sound of the rock hitting the water or the bottom.
Ivita and the Hearthstone Witch looked at each other.
The Hearthstone Witch said to Ivita, "There’s something strange about this Divine Spring, are you sure you want to go down?"
Ivita pondered for a moment, then began chanting a spell. A giant avatar appeared behind him, and it plunged into the deep well.
Ivita said, "By using an avatar to enter this modified Divine Spring, I can avoid potential danger. Even if the avatar dies, for me, it’s just a failed spell."
"Hmm? This well mouth ... can’t be."
"This isn’t a well at all."
...
The giant avatar fell into the deep well as if it had fallen into an entrance leading to the heart of the earth. All he could hear was the whistling wind and the water droplets floating in the air.
The water at the bottom of the well was as if it were boiling, water vapors continuously rising upwards.
Then, after a period of pitch-black, dim, and monotonous journey, Ivita’s avatar suddenly saw many rock houses on the stone walls of the well. There were actually many residents living in this well!
