Yang Yi didn’t know who Peter was, but he understood a principle—it didn’t matter who Peter was; it was all about who benefited the most in the end. And judging from the current situation, it was quite clear considering how hard Black Devil had been working for Big Ivan.

So, combining the now clear situations, it was possible that Big Ivan had indeed died, leaving behind a vast but chaotic arms empire, and Black Devil was attempting to bring the scattered empire under its control. That’s why they needed to combat the attacks from both the United States and Deyo while simultaneously clearing out internal dissent.

Clearing the remnants of Big Ivan’s forces, bringing people under their control, and preserving the empire amid assaults from Deyo and the United States—this was the only way to secure a complete arms empire.

Yang Yi felt he had found the answer.

Black Devil needed time. With limited personnel and strength, they were busy clearing the traitors within the Big Ivan group to unite the people and also to send a warning to those inside Big Ivan’s group: either obey or be eliminated.

Because Black Devil was preoccupied with internal cleaning, they didn’t have the time or capability to retaliate against Deyo and completely remove Deyo’s influence from Ukraine.

After Black Devil had fully assimilated Big Ivan’s forces, that would be when they emerged as a new arms group succeeding Big Ivan, and the time to engage in a decisive battle with Deyo.

Currently, the Organization of Water posed a threat to Black Devil. Black Devil might indeed have the capability to destroy the Organization of Water, but the latter was no pushover.
