The name was set, the nickname was set, and what followed, of course, was to set the action plan for the Organization of Water.
Yang Yi was the boss, but the person calling the shots now was Mike. There was no help for it—Yang Yi was a tenderfoot, after all.
Mike slowly said, "The Organization of Water is in the founding phase—we have a lot of work to do. The first and foremost task is to establish a hacker team, or let’s say a professional computer team, however you want to call it."
Curiosity piqued, Yang Yi asked, "A team? Do we need that many hackers?"
"Of course, we’re in the digital age now, and a lot of intelligence can be directly gathered from the internet, so a good hacker team is crucial."
"I mean, is a team necessary? Do we need that many hackers to make it work?"
Mike sighed and said helplessly, "We definitely need a lot of people. Have you watched too many movies and think everything can be handled by a single hacker with one computer? Stop joking. CIA’s Cyber Intelligence Center in Langley City employs thousands; the data they process is astronomical. Using a personal computer for such tasks is laughable. That’s why the CIA has its own supercomputers to use, and so do the NSA and FBI. We can’t possibly establish a huge Cyber Intelligence Center like these large intelligence organizations, but at the very least, we need to have a small, yet sufficient and competent Cyber Intelligence Center."
After some thought, Brian asked, "I don’t really understand your so-called Cyber Intelligence Center. Can you explain it a bit?"
Mike gestured dismissively and said, "You’re out of touch. I don’t have time to explain this to you, as it’s a very complex issue. When you get used to modern life, you’ll understand the role of a Cyber Intelligence Center."
Brian said nothing more, and Yang Yi slammed his hands down, exclaiming loudly, "Then let’s do it! But how much money will it take?"
Mike stroked his chin, then said thoughtfully, "The initial costs are around ten million US Dollars."
Yang Yi almost bit his own tongue before he stammered, "Ten million US Dollars?"
Mike nodded and said, "Yes, having a top hacker is invaluable, and it’s quite normal for just one to earn a salary of ten million US Dollars a year. When you gather a group of outstanding computer experts to do things that aren’t exactly legal, you need to keep them quiet and make sure these champions of freedom stay focused on working for you without causing trouble. It’s really difficult and expensive. Thus, ten million US Dollars is just the initial cost to set up the Cyber Intelligence Center. The operational costs are hard to estimate."
Speechless, Yang Yi murmured, "That’s too expensive..."
Brian spoke in a grave tone, "Isn’t there a simpler way?"
Mike shook his head and said, "It takes a big investment to yield a high return; you’ll find that a Cyber Intelligence Center is worth every penny."
Yang Yi gritted his teeth and declared, "Let’s do it! No matter the cost, we must get started! If we don’t have money, we’ll make money, starting bit by bit!"
After a moment’s contemplation, Mike replied, "Good, let’s get started with that. I know a few top hackers, and I should be able to find them. Setting up the Cyber Intelligence Center is the most crucial task. We must focus our efforts on this goal and once that’s achieved, we’ll start on other tasks depending on the situation."
Yang Yi interjected hastily, "Wait, shouldn’t the most important thing be to take out Destroyer?"
Mike and Brian exchanged a glance, then Brian nodded.
Yang Yi said in frustration, "Can you guys just speak up? Don’t communicate with just looks and don’t keep silent because you have enough understanding between you. Please, I don’t know what you mean!"
Speaking in a stern voice, Brian said, "As long as your girlfriend is still under Destroyer’s surveillance, we will be able to find them all. It will take time, but it’s not particularly difficult."
Mike stood up and went into his bedroom; when he came back, he had a large box in his hands.
Sitting back down in his chair, Mike opened the box and took out three satellite phones, speaking gravely, "From now on, we’ll use these satellite phones to communicate. Be careful not to lose them; these are the last of my stock and are very valuable!"
"Secretive?"
"Very high security level?"
Paul and Charles each asked a question, and it was clear that they had hit the nail on the head, as Mike spoke with a serious face, "Each of these satellite phones costs sixty thousand dollars, but that’s not the key point. Yang Yi, finding himself in a difficult position, said, "But Kate is still suffering in the hotel like a prison, and Hank and the others are waiting for me in Mexico. Am I supposed to just sit here and wait for nothing?"
Looking very serious, Brian said, "You’d better understand one thing, it’s not that you should practice your marksmanship, but that you must hone it!"
Mike, surprised, asked, "You don’t know how to use a gun?"
"Not that I can’t, but that I’m not proficient. I haven’t used guns much before..."
Without any hesitation, Mike said, "Then do as he says. Go and practice your shooting until it’s good enough to satisfy me before you come to find me. Otherwise, we won’t take you with us on anything. What a joke, a rookie who can’t even use a gun!"
"I can use it, just not well..."
Yang Yi made another weak attempt to argue when suddenly Paul said, "I’ll tell you a shortcut, and once you’ve done it, you’ll have mastered your shooting."
"Great, what’s the shortcut!"
"A month’s time, fire thirty thousand rounds, and that’s it."
Yang Yi silently did the math in his head. Thirty thousand rounds, with a month’s time, that would be firing a thousand bullets a day, which seemed doable.

Yang Yi felt the difficulty level had risen somewhat, but it still didn’t seem too hard, yet why were Brian and the others looking at him with pity? So, he became somewhat anxious.
At this moment, Mike patted Yang Yi’s shoulder and smiled, "That’s right, it is indeed a shortcut. When you’ve done it, give me a call. We’ll be waiting for you in Europe."
