"Chief, Deputy Director McLaughin refuses to transfer Yang Yi to the operations division; he hasn’t signed the transfer order."

Hearing the assistant’s report, Aaron responded indifferently, "Refused?"

"Yes, Deputy Director McLaughlin did not provide a reason."

Putting down the pen in his hand, Aaron pondered quietly for a moment, then nodded and said, "I see."
