Yes, this man was Lincoln Harrington, and the one who built the high tomb was Douglas Cooper.
Douglas Cooper, uncharacteristically not arguing with Lincoln, came over and agreed,

"We’re on the road. Where are you guys?"

"You got there too?" Elijah’s words made Emily Kelley stop the car ahead of them.
Though their voices weren’t loud, there was a clear implication in Elijah’s words.
"Yes. We followed a group here. Their leader is Matsui Kogorou—listen to the name..." Douglas said meaningfully.
"Understand. How is he? Did you get anything out of him?" Elijah glanced at Sean and then put the phone on speaker.
"Matsui Kogorou said, including him, there are five families, descendants of the seven war criminals’ families supporting this Xingya Avalokitesvara Temple, plus there is a mysterious organization, they don’t quite understand it. These five households mainly provide funds, but that mysterious organization must have a big plan..."
