What he saw was that there were a lot of people occupying at least one lane of the road, causing a slight disturbance.
However, since there was an intersection nearby, some drivers took an alternate route, so no major traffic occurred.
A tow truck was also present and had just taken the car that was directly in front of his.
He also noticed a man talking and begging desperately for his car not to be towed, but the man who appeared to be the leader of the crew did not give him a chance.
When the car was towed, the man also left and took a taxi to retrieve his vehicle from the impounding area or the towing yard.
This is where cars were improperly parked or involved in driving violations.
Then, the bald man, who was slightly overweight but not unpleasant in appearance, looked at the next car with a troubled expression.
The vehicle appeared impressive, but in order to be fair, he felt obligated to tow it as well.
Since half an hour had already passed after the four cars were towed and the owner of the next car had not yet arrived, the man remained hesitant.
With cameras and cellphones everywhere, any display of bias could reflect poorly on their organization if the incident were posted online.
He was aware of how people might react, possibly accusing them of favoring the wealthy while punishing the poor.
He did not want such an impression to arise.
"Hey, will Gavin Gao do his responsibilities and tow that car to the impounding area?" a spectator asked.
"I don't know, but possibly yes. If he doesn't, the backlash would be massive," a man replied.
They were both strangers, but it seemed like they had known each other for a long time.
"I believe it will be a tough decision. Just look at the car. It looks like it costs millions of pesos, and the owner must be a wealthy person with a strong background," another man chimed in, joining their conversation.
"Then that means letting it go and just giving a warning is probably the right decision, I guess," the first man responded.
"I guess so, but if he does that, a lot of citizens will complain about poor enforcement," the third man responded.
"But a country has its laws, and no one is above them. The owner of the car can't do anything, especially with cameras flashing in front of him."
Whispers spread all around, creating a growing sense of pressure.
Gavin Gao felt increasingly troubled, silently wishing the owner of the car would appear so he could speak with him directly.
He had offended many people, even some working in the government, but none of their cars had ever looked this grand or majestic.
Just then, a voice rose from the crowd.
"Hey, I know this car," a young man exclaimed, his eyes flashing with excitement and awe as if he had seen the heavens themselves.
Gavin Gao, still caught in his dilemma, turned to look at the young man, who appeared to be a college student.
He was about to ask him something, but someone else spoke up before he could.
"You do? What is the car called? Is it expensive?" a man asked, looking at the young man whose eyes were shining.
"Expensive? Hell no. It's not just expensive, it's literally priceless. Even if you have the money, you still need an incredibly strong background to own one," the young man replied with excitement.
"Let me open your worldview a bit. This car is called the Bugatti Centodieci it is one of the rarest and most powerful hypercars ever made."
"Centodieci means '110' in Italian. I learned that it was a tribute to 110 years of Bugatti's legacy, and specifically to the Bugatti EB110, a legendary supercar from the 1990s."
"It's priced at 9 million US dollars, approximately 510 million Philippine pesos. But keep in mind, that's just the base price. If it goes into resale, the price could go even higher possibly reaching a billion pesos because of its extreme rarity."
"Only 10 units of this car were ever made, each one were hand-built at the Bugatti Atelier in Molsheim, France. All of them were pre-sold to Bugatti's most elite clients."
The young man then continued explaining, "It's powered by an 8.0-liter quad-turbocharged W16 engine, capable of producing 1,600 horsepower. It can accelerate from 0 to 100 kilometers per hour in just about 2.4 seconds, with a top speed of 380 kilometers per hour, or around 236 miles per hour. The car weighs roughly 1,975 kilograms, or 4,354 pounds, and it uses a 7-speed dual-clutch automatic transmission. Of course, it's equipped with an all-wheel drive system for maximum control and performance."
The listeners were dumbfounded by how knowledgeable the young man was.
He was clearly a car fanatic, speaking without pause, still mumbling facts and details without even stopping to take a breath.
Even Alexander, who was quietly observing from a hidden spot, heard the explanation and was taken aback.
"The system's reward is really no joke. I didn't know this car was actually much rarer than I thought it would be," Alexander thought to himself, inwardly regretting taking it out for a casual test drive.
The young man went on, "It features aerodynamic upgrades from the Chiron, but with a retro twist. You'll notice the horizontal vent slits behind the doors" As he pointed at it.
"That's a direct homage to the EB110. The entire body is made from lightweight carbon fiber, keeping it sleek and strong. It also has a unique fixed rear wing, which is a first for modern Bugattis. And on the sides, you'll see five round air intakes arranged in a diamond pattern which is another nod to its classic roots."
He added, "The interior is fully customizable everything from the stitching and materials to the logos can be tailored to the owner's taste. It's got ultra-luxurious finishes that blend modern digital displays with traditional, analog craftsmanship. Even though it's a high-performance machine, the sound insulation is top-tier, making the cabin surprisingly quiet."
He leaned forward slightly, lowering his voice with a hint of admiration.
"If you remembered what I stated earlier this Centodieci was built as a tribute to the Bugatti EB110 Super Sport which is the fastest and most advanced car of the early 1990s. Its design pays homage to that icon with a few visual nods: the low nose with slim headlights, a glass engine cover, and an aggressive rear diffuser that gives it that unmistakable presence."
"But the one thing that bugs me is that, why is this car even here in the Philippines?" the young man said, clearly confused.
His voice was loud enough for others nearby to hear.
"What do you mean? Didn't he just buy it? Why do you look so confused?" a random bystander called out, frowning slightly.
The young man replied quickly, his tone sharp, "Didn't you hear what I said? That car costs half a billion, maybe even more. But it's not just about having the money. Owning one of those puts you in an ultra-exclusive club that most people, even billionaires, cannot get into."
"Only ten were ever made, and every single one was handpicked by Bugatti for select clients, long-time collectors, loyal brand patrons, or people with serious influence. They don't sell to just anyone with a fat wallet. You need a history with the brand, reputation, connections."
"That's why even some billionaires were denied the chance to buy it. It's not about wealth it's about having access."
"You almost never see one in public because collectors hoard them like crown jewels. They treat them more like investments than cars, often locking them away in private showrooms and never driving them. But make no mistake," he added, glancing at the car again.
"the Centodieci is 100 kilograms lighter than the Bugatti Chiron, despite having a more aggressive aerodynamic package. It was developed in just six months, showcasing Bugatti's incredible engineering speed."
