At the construction site, Zhan Dapeng had arrived and stood in front of the large iron gate at the site’s entrance.
He was stunned to see the site’s only gate tightly closed, secured with two hefty chains and locks, and sealed with a notice halting construction.
Looking inside, the site was pitch dark, no security guards in sight, and no sign of anyone around.
