Chapter 688: Chapter 334: Refinancing_1

As dawn was only just breaking, Yan Fei had already spent half the day weeding in the watermelon field.

Not far away by the river, Miss Xu Xiaoyan stood on one leg, her eyes closed slightly and her body leaning forward, her head tilted towards the sky, her arms gently stretching out. The river breeze blew, causing her hair to sway lightly as if it were a swan about to take flight in the daytime.

A short distance away from the young lady, two large dogs were lying lazily. Three fluffy sable cubs crawled around on them, occasionally emitting cheerful chirrs that broke the silence around them.

After a long time, the young lady stopped her actions, opened her eyes, looked at the foggy river, then turned around and smiled. She called to Yan Fei, who was bending over weeding: "Yan Xiaofei, get ready for breakfast. After eating, go to the training class!"

The two dogs, seeing the girl picking up the mat under her foot and leaving, immediately stood up and ran back with her. The three little sables, who had been flipped a few times by the dogs, also climbed up and followed them, desperately trying to crawl back on the dogs.

Yan Fei casually threw the weeds in his hand to the side and took the mat from the girl’s hand. They returned to the cabin to prepare breakfast.

A few simple dishes, two pancakes, and two bowls of millet porridge were quickly devoured by the two. After tidying up the dishes, the two set off.

Several sessions of training classes have been held, and now those who are just curious to see what is happening are no longer coming. With fewer people, order is easier to maintain. These people were not serious about studying when they were in school, but now they are more serious about learning cattle raising than they ever were in school.

This is normal in such a small town where only a few students get into university each year. Although most students’ families encourage them to study hard and aim for a good university, in reality, most people are well aware that their children would do well just to graduate from junior or senior high school. Thinking too much would lead to sleepless nights.

However, shortly after the instructor started the lecture, Miss Xu Xiaoyan gently nudged Yan Fei: "There doesn’t seem to be much going on here. How about we leave early?"

With a casual glance, Yan Fei understood what the issue was.

Among the two to three hundred people sitting below, there were few older ones, most of them were unmarried young men. Although Xu Xiaoyan is nominally the matron, the group of energetic fellows below couldn’t help but sneak a look at her from time to time.

Thinking for a moment, Yan Fei got up and said a few words to the teacher. He then stood up, knocked on the desk and began speaking: "I won’t sit here and learn with you. You should all study hard. In a few months, I guess we’ll have to distribute more cows. Think about your own actual situation, do you have a place where you can raise a cow? If you have more cows, can you take care of them? Once I’m ready to distribute the cows, I’ll let you know to sign up."

Without waiting for the ensuing discussion, he and the young lady prepared to leave. After taking a few steps, he added: "To those who kept sneaking peeks at my wife, don’t come to sign up! I’ve remembered who you are, and even if you try to sign up, I won’t give you a cow..."

There was a moment of shock, and many young men turned red.

When the two of them reached the entrance, Yan Fei turned back and laughed at the silent hall: "Ha, scared you, didn’t I? Hurry up and study hard, raise more cows when you’ve learned enough, and when you get the money from selling the beef, hurry up and find yourself a wife!"

They had already descended the stairs, and only then did the hall erupt with laughter and shouting, loud enough to be heard on the main street.

Yan Fei took Miss Xu Xiaoyan straight to the township government compound. There was a meeting going on inside, as Monday was a regular meeting day. However, as soon as someone noticed him, they quietly informed Mayor Chen, who then came out immediately.

After exchanging pleasantries, Yan Fei mentioned that he had some business to discuss. The three of them proceeded to the mayor’s office.

Upon entering, Yan Fei got straight to the point: "Uncle Chen, I reckon I’ll be distributing more cows soon. Aside from the existing experienced hands, I plan to give a portion to other households as well. I’m just wondering if you have any suggestions."

Mayor Chen was overjoyed: "Yan Fei, you’ve come to give me a surprise. You’ve decided to distribute cattle so soon. I thought you’d wait until you’d been selling beef for a couple of months!"

Yan Fei laughed: "I thought the same thing, but it would be a hassle if we waited until then and there were no cattle to distribute. Dispatching them in bits and pieces now would be just right. Else, I would have too many to fatten up when we collected them all at once in the future. Do you have any good ideas, Uncle Chen?"

Mayor Chen was even more delighted: "Ever since I saw your contract, I’ve been thinking about this, just worried that you hadn’t decided yet and hadn’t consulted with you. I was thinking, if you’re going to distribute more cattle, can you take care of the poverty-stricken households in the township?"

"Fine then! It doesn’t matter who raises them as long as they are farmed earnestly, without messing it up," Yan Fei said indifferently. "How many poor households do you suppose there are?"

"There are a lot of poor households, but here’s what I think. We can’t possibly help all of them right away. Can we choose two households from each administrative village?" asked Mayor Chen.

"Administrative villages?" Yan Fei was a little surprised.

"Yes, villages under the village committee’s jurisdiction. Some villages are small, and they’re managed by other villages!" Mayor Chen explained briefly. "Our township has over a hundred natural villages but only around forty administrative ones. How about we initially help around eighty poor households, distributing one cow per household? What do you think?"

"One cow per household?" Yan Fei hesitated. "That’s too few. How about this! Let’s see how it goes. Households that have labor can raise two cows. If a household genuinely has no labor, then they can only have one."

"That’s even better!" Mayor Chen had no reason to object. "When do you think you could distribute them? I’ll inform them to get ready and list the names as soon as possible."

"There’s no rush. I need to ask Director Yao to see if we could get a loan of three to five hundred thousand for three months," said Yan Fei.

"Why wouldn’t that work? I’ll call him right now. Did you bring your contract? With your contract, he’d be happy even if you clean out the Credit Cooperative!" said Mayor Chen, preparing to make the call.

"Stop, Uncle Chen, it would be too much trouble for him to run back and forth. We’re free anyway, so why don’t we make the trip ourselves?" Yan Fei quickly discouraged Mayor Chen’s enthusiasm.

Just as they were leaving, he made a request: "By the way, that village where they caused a ruckus last time, let’s leave them out this year. We can consider them next year."

Mayor Chen laughed and patted him on the shoulder: "You’re clever! Alright, we’ll do as you suggest..."

No wonder they say education matters. Originally, Yan Fei was considering distributing more cows. At first, he wanted to distribute all of them to the households that already had cows. But it was Xiang Rui’s idea to ’consult’ Mayor Chen.

Mayor Chen genuinely supported him, so in a way, Yan Fei was returning the favor. Letting the township distribute the cows, though not many, is a two bird with one stone solution - the cattle farm can save a lot of work, and people in the township are willing to help because it benefits the township.

That’s the way it is now; the economy is leading. Some minor officials in the township are eager to establish a connection with him - after all, most of them are locals. Who doesn’t have a few rural relatives?

In no time, the two arrived at the Credit Cooperative. When Director Yao saw Yan Fei, he was even more enthusiastic. The moment he heard Yan Fei was there for a loan, he agreed without even asking how much. Yan Fei hadn’t even shown him the prepared contract!

Unable to contain his curiosity, Yan Fei asked, "Aren’t you afraid that I won’t be able to pay it back?"

"You’re buying cattle with the loan. How could you not pay it back?" Director Yao laughed in a fox-like manner. "Don’t think I’m out of the loop just because I’m here. You’ve been pretty steady in how you handle affairs. You suddenly need a loan to buy cattle. What’s the big deal?"

Yan Fei chuckled, took out two contracts, folded them to reveal just the total amount, and then handed over the contract from Provincial City: "This one with the larger amount is a secret, I can’t use it for collateral. Is this one enough to loan three hundred thousand for two months?"

"Only two months?" Director Yao was not quite as enthusiastic upon hearing that. "Can you borrow more? Borrow five hundred thousand to round it up to one million. You’re not worried that you won’t be able to turn it around in two months, so make it three months? Shouldn’t you leave yourself some time for unexpected situations?"

Yan Fei was taken aback: "Look at this contract, they’ve already prepaid one and a half million. These two months are just a cushion. If I hadn’t taken a loan, it would have been a bit tight for a few days, but it would still be enough. I still have tens of thousands in my pocket!"

The initial one and a half million is pretty much only for the prepayment of the Provincial City house, and the other is for buying a car and a hundred or two fattened cows. Indeed, there are tens of thousands that hadn’t been spent. Just thinking about having to pay once the Provincial City house was completed, and the continual purchase of calf and fattened cows, he feared it would be tight. Therefore, he informed in advance to prevent cash flow problems.

Director Yao’s plan fell through, which instantly deflated him: "All right then, three hundred thousand it is! When do you need it?"

Seeing his dejected face, Yan Fei almost felt pity: "Why don’t you handle the paperwork now? I don’t care if it’s a few days earlier or later. When you’re ready, I’ll come over, sign it and collect the money. You can take down my beep-number, and beep me when it’s ready!"
