The roads should have been repaired long ago; originally he had wanted to do it himself, but then he dismissed the idea. Now, it was about collaborating with the county to repair the roads. The county would allocate a portion, the township would contribute some, and he would chip in as well, with the aim of repairing the major roads of the township as much as possible, to prevent people in remote villages from being unable to come to town after a rain.

Typically, developers would design and decide on the plants themselves. But now, with the presence of this landscaping company, there are fewer choices available. The prices aren’t outrageously high, just slightly above the market rate.
But this gives Wang Lei a headache because he is not doing this for himself. If he were developing a real estate project on his own, signing the contract would be straightforward. It’d mean spending a bit more money, but in other respects, there’d surely be some ’consideration’—anyone with social experience would understand this, no need to elaborate.
He has to let Yan Fei know about this because if he signs the contract and Yan Fei later disagrees and refuses to foot the bill, Wang Lei would have to bear the cost himself—Yan Fei might not build anything after this lab, but Wang Lei himself hopes to tackle small projects in the future or even develop a small real estate venture if funding allows.
Unexpectedly, because Yan Fei had gone home for a few days and Wang Lei delayed for two days, the other party became impatient. The ’advisor’ notified him again, saying if he wants to sign the contract, he should hurry; otherwise, his current construction might be deemed illegal and could be forced to halt.
They say ’might be forced’, but nobody is a fool. Wang Lei is clear that this is effectively an ultimatum—if he doesn’t sign the contract, the project will have to be paused!
After all, starting construction without obtaining the permits is something that, while commonly overlooked in the past, would technically be a violation if scrutinized. When confronted officially, you have to stop the work—that’s just following the rules.
Wang Lei definitively doesn’t want Yan Fei to return and find the newly started worksite shut down, so he has no choice but to call Yan Fei and inform him about the situation.
That’s why some things are just not easily discussed. Like now, Yan Fei could turn down the ’advice’, in which case his project would be deemed unauthorized construction, and it would have to stop—that’s legal and reasonable, and no one can say otherwise.
Getting permits certainly requires following procedures, but how fast you go through those procedures is up to them!
It’s obvious that they aren’t going to wait until the construction is complete to come looking for him—it’s not that significant. If they wait until it’s built to confront him, do they intend to demolish the finished structure? That would make a bigger issue, and surely the people from the landscaping company wouldn’t do
