In fact, the Rebellious Marquis was quite dissatisfied with the people from Black Sail.

If the rebellion succeeded and the kingdom was restored, Aran could indeed win, but they would have to consider military and time costs, and whether the operations of other countries would pose a serious threat after the delay.
Only then would Aran make concessions, not demanding a 50-50 split but naturally giving face to the Emperor, with tariffs and tolls at least a 60-40 split.

Wolman turned his gaze to Rein, his tone becoming serious, "You don’t know, Fen brought a big group to Heaven Port, including Black Mages who committed crimes and many scholars like Pedan who were politically persecuted. So many brothers from the Highlands came down for a living. Do you understand what I’m saying?"
Rein smirked. He had his thoughts, though Wolman didn’t understand how united the werewolf tribes were, and how notorious his reputation was.
Chenfeng Plateau was secluded, with few dark elements. With the rise of the Magic Energy Industry, a large-scale migration did occur, but most engaged in legitimate businesses or adventure groups, not black market activities. Rein had no choice but was obviously an exception.
The werewolves’ footwork was world-renowned; any dark-sided werewolf would naturally choose their own path, which was stealing.
In remote parts of national land routes and mountain passes, werewolves always appeared in groups, robbing and killing.
So Rein being blamed was quite normal, a stereotype.
