Yet what could the various forces do about their dissatisfaction? Launch a direct attack? Dark City was surrounded by Dark Primitive Mountain, a battlefield that favored vampires in terms of security.
So, the big shots gathered together to discuss what to do.
Some suggested that while Gu Fan had not yet gained too much strength, they should concentrate their forces and forcefully retake Dark City. But this move would equate to declaring full-scale war on Gu Fan.

As a representative, Hai went to Dark City to negotiate with Gu Fan.

When Hai came to Dark City again, he saw that the sky was still shrouded in dark clouds, and amidst the gloomy world, a simple house was built atop the ruins, serving as Gu Fan’s temporary residence.
"You really did it, huh." That was the first thing Hai said upon seeing Gu Fan.
Gu Fan sighed, "I had no choice. I need to have more bargaining chips on hand. I’m not sure if you’re here on behalf of those big shots to declare war, or to sit down and talk things through."
Hai smiled, then glanced around at the hostile eyes of the vampires.
"Those big shots have said that we should avoid conflict as much as possible. But if conflict does occur, it should not involve family, they won’t use their power against your friends and relatives, so long as it doesn’t affect their normal lives. You also shouldn’t visit those big shots’ territories without notice, after all, they don’t like being disturbed either," Hai said.
Having heard this, Gu Fan understood that the leaders were securing a guarantee for themselves, preparing for war, yet they were afraid that if war broke out, Gu Fan would appear before them directly.
The reason the big shots of the various forces did not dare to move against Organization X in the past was that one of the leaders had been bloodily purged by Organization X, so since then, the various forces and Organization X had remained non-interfering towards each other.

"I believe you, Gu Fan, if..." Hai started to say something but then held back.
Gu Fan finished Hai’s sentence for him, "You know already, right? Jie must have told you about it, about how..."
"Yes, that in an upcoming battle I will die by your hands. If that is how fate has ordained it and it cannot be changed, then I accept it gracefully. I believe that even without me, Jie will still have a friend like you," Hai smiled, then patted Gu Fan’s shoulder and added, "I’ve already told Jie that even if I do die at your hands, not to hold it against you."

"You really know how to take an inch after being given an inch," Gu Fan said in a tone suggesting he was out of options and handed another blue reagent to Helen.
Now that Dark City had been retaken, its situation stabilized by Gu Fan, he couldn’t stay there forever. He handed over the reconstruction tasks to Xue Lang, leaving behind significant human and material resources.
Xue Lang, feeling the heavy responsibility once again entrusted to him, pledged to hold the fort. He assured Gu Fan that on his next visit, he would present a completely new Dark City.
