Airel said apologetically, "Fury Tide Kingdom consists of islands, we just don’t have that much flat land. Unless we relocate the civilian residential areas, we truly can’t find enough land to construct the factory."
What Airel worried about the most was this, as there were suggestions within Fury Tide Kingdom to demolish part of the residential areas to satisfy the construction needs of the Alchemy Factory.
But in the Royal Capital, where there was a high population and limited land, it was already difficult to arrange accommodations, and if they proceeded with that plan, many citizens would be displaced.

The Lord of the Storm was just terribly bored and looking for a bit of fun, a hundred times easier to talk to than the Koutao Mermaid Goddess. Amberser briefly shared his encounter at sea with Withered Rose, and also disclosed his plan to kidnap the Goddess to both Withered Rose and Melina.
Upon hearing this, Melina excitedly shouted, "That’s so thrilling, kidnapping a Goddess! Father, you are really amazing."
Withered Rose couldn’t help but glare at Melina before saying to Amberser, "This plan is just too outrageous! How could you possibly kidnap a Goddess?!"
Up to this point, Amberser had been merely using various information asymmetries to deceive the Deity, never really having the means to harm even a single strand of a Deity’s hair.
"Don’t worry, I’m not the one doing it personally, isn’t it the other Deities who are helping?" Amberser said confidently.
Yet, Withered Rose retorted, "Making a deal with the Hell Lords, can you keep winning?"
"At this stage, I have no choice but to keep on winning," Amberser said, not with any strain or sigh, but rather an unusual calm.
In these turbulent times, Amberser had already walked to the forefront of this world, harboring the power to influence the entire Plane.
What naturally followed was the issue of dealing with Deities, just as an apprentice upon graduation must confront even more daunting challenges.
Now with no way back, unless Amberser was willing to give up everything and return to those impoverished days.
So then, what was there to fear?
Amberser casually drew a perfunctory Magic Array, and placed an excited Melina inside it. He then began to recite the Incantation to summon Zariel.
But this time, Zariel seemed unresponsive to the summoning.
Amberser asked in surprise, "Huh? What’s going on? Melina, have you lost your allure to Zariel?"
Melina, within the Magic Array, looked puzzled; she didn’t know what had happened either.
Not one to give up, Amberser attempted to summon again, repeating it over a dozen times before Zariel’s projection finally appeared on the Magic Array.
Zariel appeared as always, with flames blazing from wings behind them, their beautiful features fragmented as though the porcelain had shattered and been glued back together.
Zariel raised their right hand, Hellfire raging in their palm as the Grand Duke of Hell furiously said to Amberser, "Damn Lich, you dare summon me again?! And with such a slapdash method! You’d better have a satisfactory explanation, or I’m within my rights to give you the maximum penalty!"
Amberser chuckled and explained, "My dear Zariel, we are so well acquainted by now, let’s skip over these formalities."
A Devil’s summoning ritual was actually entirely dependent on the mood of the other party. Blood sacrifices, self-harm... these were just the Devil’s macabre sense of humor, not at all necessities for the summoning.
Just like Amberser’s summoning, Zariel could sense it all the same. Whether or not to respond was entirely up to them. And this, being pestered a few more times, resulted in them being summoned again.
Confronted with this shameless Lich, Zariel was also helpless, and could only roar, "Spit it out if you have something to say!"
