Chapter 770: Volume 23: Rising Winds and Swirling Clouds, Chapter 7: Surrender

After learning the intentions and thoughts of Puber and Fran, Komer almost immediately accepted their advice without much hesitation; rather than struggling stubbornly in response, it would be better to take some risks and quickly expand his own power.

The gradually revealed strength of the Salvation Society deeply alarmed Komer, especially Welch’s, which made Komer realize how essential it was to enhance his own strength. Wasn’t the reason the Salvation Society valued him so much because he controlled the power of the Half-Beastmen?

And now these small Barbarian tribes also longed to become his citizens. Although this would bring immense pressure from the world of Mortals, Komer pondered, had he not since his arrival in the Caucasus always endured disdainful and hostile glares? Assassinations, interference, blockades, armed invasions—the relentless waves of challenges had never ceased, and hadn’t he survived them all? Bringing these small Barbarian tribes under his wing was merely about facing a few more adversaries; under his current situation, what harm could a little more pressure do? Especially now, during such chaotic times in The Kingdom of Nicosia, it was an excellent opportunity to use the chaos to avoid further attention.

Komer listened with great interest as the three representatives expressed their grievances and requests. Undoubtedly, the man seated in the middle was the core figure among the three representatives. Although the other two, despite their limited eloquence, might pass as the more articulate among the Barbarians, they had nothing of interest to offer beyond their incessant complaints and pleas, compared to the youngest in the center who clearly held a certain status within their small tribes.

Smiling widely and nodding frequently, occasionally interjecting with a word or two to show understanding, the three originally reserved Barbarian representatives gradually became more at ease. Komer could tell that, at least in terms of eloquence, they were probably the most capable individuals that these small Barbarian tribes could nominate, and the man in the center seemed to have a significant status among their tribes.

"Heinem, I have clearly understood the opinions and requests of the three of you. Speaking honestly, I do not think my Judicial Officers have been unfair or biased in handling disputes between the Mountain people and Half-Beastmen before this point. Even if there were, it would be within the norm and legally permissible boundaries. You must understand that, after all, the Half-Beastmen are also masters of this land. They are formal citizens with all citizen rights, while you are merely newcomers—precisely speaking, temporary residents, temporary breadwinners who have come to the Caucasus. Is my classification accurate?"

After a glance at the somewhat helpless trio, Komer knew they acknowledged his point and thus continued to empower his smooth-talking persuasion, "Every regime must first and foremost defend the foundation upon which it is built. When outsiders and local citizens dispute, being able to adjudicate from a relatively fair standpoint is already quite difficult. I believe my Judicial Officers are capable of this, and I see no violation of The Kingdom of Nicosia’s laws in the issues you’ve reflected."

Exchanging meaningful glances, the young man with curly hair in the middle, after receiving affirmative looks from his companions, mustered the courage to retort, "Sir, as I understand, before you came to the Caucasus, or rather, before you ruled over the Greater Caucasus, their status was very low as well. In the mortal world’s hierarchies, they were slaves, without any rights, no different from animals, even less than us newcomers. Now that you’ve elevated them to such a status so suddenly, isn’t this too unfair to us Mountain people who are also striving to prosper your territory?"

"Hehe, Heinem, if you continue to obsess over contesting for status with the Half-Beastmen, I find this issue not worth discussing for one reason: they are the Formal citizens of the Greater Caucasus, and you are not, it’s that simple! That the Judges could strive for fairness is already commendable. If you have any more unreasonable demands, forgive me for my inability to help, or you may choose to leave,"

"As for why the beastmen could turn their luck around, I believe you understand the reason. Because they submitted to me, willing to be my citizens and fulfill all duties, and they have indeed demonstrated their promises with actions. That Leon and Bruce Fortress, where we sit now, could become a part of the Greater Caucasus is largely due to their efforts! Because they have done so, naturally, I must fulfill my promises!" Komer’s tone grew suddenly emphatic.

Komer’s piercing eyes swept coldly across the faces of the three Barbarian representatives, sending a chill including Heinem, causing all three to involuntarily shrink back. This mortal Lord, secretly regarded by a considerable number of Barbarians as the savior of mortals, harbored such formidable authority. That one cold glance made the trio subconsciously feel as if they were soaked in icy spring water, chilled from head to toe.

Struggling to regulate his own breathing, Heinem finally realized the legendary domineering aura of this mortal Lord. It was not something that could be achieved through simple cultivation; compared to those supposed mortal knightly strongmen, the man before him was leagues above, with just one look he tried to penetrate the depths of the mind, stirring in Heinem an urge to tremble.

Komer was equally surprised by this young Barbarian representative. While the other two Barbarian representatives were already trembling as if stricken, he was merely pale-faced, but his half-bowed posture was clearly a resistance against the intense pressure of Komer’s might. His tightly pursed lips revealed a trace of defiance, suggesting that this individual must have undergone special warrior training and possessed considerable strength.

With a gentle inhalation, Komer retracted the "intimidation" from the Psychic Magic he had released. As his Spiritual Power grew, so did his understanding of Psychic Magic, which evolved and varied incessantly, becoming his favorite exercise. The sudden release of Psychic Magic in the midst of conflict often had unimaginably effective results. Komer was already eager to confront the Religious Court again and have them taste the power he possessed after being reborn in fire.

Feeling as if he had been relieved of a heavy burden, Heinem could finally breathe smoothly. By this time, he had no more hesitation, having finally reached an agreement with his companions.

"Lord, my companions and I would like to request your permission for some of us Mountain people to settle in the Greater Caucasus. What Half-Beastmen can do, we can do as well. We can submit, we can fulfill our obligations as your Citizens, and we also hope to obtain the citizen rights of the Greater Caucasus, to enjoy all the rights that come with being a citizen of the Caucasus," Heinem said.

The eyes of Heinem and the other two representatives were fixed on Komer’s contemplative face. To submit such a plea was already the greatest sincerity the proud Mountain people could muster, but at this moment, faced with Komer’s calm demeanor, Heinem felt an uncertain sense of guilt. What if they were rejected? Heinem had never considered this possibility—it was unimaginable. The thought that the haughty Mountain people would now have to submit to a Mortal was already beyond belief, and if Komer were to reject even this loyalty, it would be truly unbearable. Yet he had a premonition that his sincere offer of allegiance had not sparked much interest in Komer, and that this surrender was not going as smoothly as imagined.

"Heinem, does what you say represent the opinion of all your Mountain people?" Komer asked noncommittally, showing no immediate interest.

"No, Lord, as you are aware, we do not belong to the Sanjia Tribe. We are just some small Tribes living in the heart of the Cordillera Wilderness. We paid a certain price to obtain the Sanjia Tribe’s identity proof to come to the Caucasus. Your permit system has completely blocked us, the small Tribe Mountain people, from entering the Caucasus," Heinem explained.

"Heinem, if you’re just complaining about this issue, I can assure you right now that we will resolve it," Komer interjected.

"No, no, Lord, you misunderstand me. We need more than just this convenience. We need the citizenship of the Caucasus," Heinem said, his gaze burning with passion.

"Heinem, I think I can roughly understand your thoughts now, but have you considered the Sanjia Tribe’s stance?" Komer asked, placing his hand under his chin and blinking.

After a moment of silence, the young Barbarian looked up with a determined voice, "The Sanjia Tribe will certainly not be pleased with this situation, and they may even impose various regulations from the Mountain People Alliance to punish us. But we are not a part of the Mountain People Alliance, or rather, the Thirteen Tribes have never treated us as part of them. We can make our own choice!"

"Is it that simple?" Komer asked, nodding.

"Uh, Sir, I don’t want to hide anything. Your influence on Cordillera Wilderness is unmatched, even surpassing Chief Uguoli of Carlo Tribe. If you could exert pressure on Sanjia Tribe, I believe this matter would become much easier," Heinem admitted cautiously. This was the crux of the problem; without Komer’s intervention, these small Tribes could never break free from the control of Sanjia Tribe, especially after using Sanjia Tribe’s identity proof to enter the Caucasus.
