How could he possibly let his dear Sang’er enter the palace?
If the Emperor wished to sever his own arm and send Sang’er to Liang Kingdom in exchange, then let him suffer the consequences and lie in bed.

If it weren’t for the fact that he was utterly unable to rise, the Emperor would have surely taken a knife and plunged it into Sui Zimo’s chest by now.
He didn’t believe for a second that the female healer had really left; she must still be hidden somewhere in Prince Mo’s Mansion.
However, now he was in a passive position, unable to confront Sui Zimo head-on, and even less able to send people to barge into Prince Mo’s Mansion and drag the healer into the palace.
Thus, he had no choice but to exhort Sui Zimo with kind words.

But he still had to speak.
