Ji Yang was unaware that, while he was at home, discussions were underway in Chunshui County, South Dian Province, in anticipation of his impending arrival.
Chunshui County is a region inhabited by a diversity of ethnic groups and is known for its fierce local customs. Throughout history, only leaders from local power bases had been able to govern here for extended periods. Presiding over the work was the current Deputy Secretary, Bao Geishan, and today, many cadres had gathered at his house.

One of the township chiefs laughed, "People from outside don’t understand our local conditions at all. What can they do?"
"Exactly, it’s not as if foreign leaders haven’t been sent here before. It always turns out the same."
Everyone dismissed the idea of a new outsider being appointed as County Mayor.
Bao Geishan said, "From what I understand, this incoming County Mayor is somewhat influential. Everyone should take heed."
"Secretary Bao, as long as we follow you, we’ll be fine. Whatever you tell us to do, we’ll do."
Bao Geishan looked at the people and advised, "You should all remain vigilant on your own. Don’t think that no one knows about the nonsense you’re involved in. If something goes wrong, no one can protect you."
"Secretary Bao, at worst, we just drive the person away, it’s no big deal. Chunshui County is our Chunshui County."
"Don’t talk nonsense like that!" Although Bao Geishan agreed with the statement, he did not permit such talk to be expressed openly.
"Secretary Bao, regarding this new County Mayor, you should devise a plan. We’ll just listen to you."
Bao Geishan said, "Right now, we don’t know what this new person is like. Let’s see how things go after he arrives. One thing is for sure, we must not let him get his footing."
Everyone was aware of the situation; due to the dominance of local powers, they had been involved in many over-the-line actions. Now with protections from all levels, they were not worried about repercussions. However, they feared external officials uncovering their deeds, which could spell trouble.
Bao Geishan continued, "Ensure that the logistics department arranges everything well for the new incoming County Mayor, who I’ve heard is a young man. Service must be meticulous."
The Director of the Government Office laughed, "Rest assured, leader, we’ll make sure the new County Mayor feels right at home," chuckling as he spoke.
Regarding the incoming officials, their methods were straightforward: start by attempting bribery through seduction. Most men tended to succumb easily to such tactics, and once they had compromising material on someone, that person would be firmly in their grip.
Bao Geishan smirked, "The newcomer is worldly; spare him from your substandard offerings."
"That’s impossible. If there’s one thing we’re not lacking here, it’s beautiful women."
Though a Secretary, Bao Geishan was a robust and hearty man with a direct way of speaking and operating. He addressed the group, "Get your affairs in order; we need to present the new County Mayor with a fresh image."
"Don’t worry, Secretary Bao, we are quite adept at handling such matters."
After pondering for a moment, Bao Geishan added, "According to messages from above, the provincial authorities are considering a major reshuffle here. If that comes to pass, our spring will be quite different. If someone gets in and learns of our affairs, you can forget about maintaining the lifestyle you currently enjoy."
At his words, a chill settled over the attendees, well aware of how dreadful that outcome would be.
"So, everyone, be cautious."
Deep unease plagued Bao Geishan’s heart.
"Leader, this is no ordinary place. If he listens to us after arriving, fine, but if not, we won’t show any courtesy."
Glancing towards the Police Chief, Bao Geishan instructed, "Clean it up a bit. Some people are fond of petitioning, and we can’t afford any troubles at this juncture."
"Rest assured, leader, we’ve kept an eye on them. There’s absolutely no chance of anything happening."
