Green Dragon Terar was speaking nonstop, blabbering on without pause. At this point, even the talkative Brass Dragon would likely not be his match and would have to concede defeat.

"I’ve heard everything you’ve said, it must have been arduous to travel such a long way here. Please go take a rest and have some food... Hey, you there, take Lord Terar to rest," Leon said, showing no particular expression as he waved over the Tiefling Maid.

As Leon watched the Tiefling Maid lead Green Dragon Terar away, venturing far enough that even abnormal hearing would be of no use, he instantly burst into laughter and remarked: "Can I say, as expected of a Green Dragon? Truly eloquent and articulate."

"Honestly, if it hadn’t been for our Queen’s reminder back then, I wouldn’t have imagined that I could establish a kingdom," Leon quipped, "I remember she incessantly supported me then, encouraging everyone to help me, and I was worried she was plotting against me... So many years have passed, and this is the first one, can you believe it?"

Cecilia detected the irony in Leon’s tone, and replied, "You seem to lack respect for Her Majesty."

"Well, She can’t hear me anyway." Leon, currently in Dragon Form, casually pawed at the stones on the ground.

"True enough." Cecilia chuckled along, turning to watch as Green Dragon Terar’s silhouette vanished from view. "It’s natural that a Green Dragon has only arrived after so many years. These proud creatures—unless absolutely necessary—would never want to take shelter under someone else’s roof."

"Aren’t you all taking shelter here?" Leon pointed at Cecilia, one by one counting, "You, Tassera, Fiora, and Eggon..."

"You’re different, you’re nothing like a Red Dragon, not even like a Dragon." Cecilia stuck out her forked tongue, "If I hadn’t known you, I wouldn’t have randomly sought you out just because of a word from Her Majesty... Additionally, though Her Majesty may say so, she wouldn’t issue divine mandates for you; perhaps she’d mention you when someone prays."

"So speaking of Terar..." Leon recalled, "Judging from his wounds, he clearly hasn’t fared well outside. There’s a high probability that he was driven out by his parents after reaching adulthood, struggled to find a suitable forest to nest in, or was evicted from nests repeatedly. Otherwise, he wouldn’t have come seeking refuge with me."

"Master is so clever, I couldn’t have thought of that." Cecilia remained adept at providing emotional support.

Cecilia was indeed intelligent, Leon didn’t believe she hadn’t thought of that herself.

Though Leon knew Cecilia was just flattering him, he was nonetheless quite pleased, commenting: "Even if he’s a bit late, so long as he comes, it’s enough. From the perspective of valuing a treasure for its bones, undoubtedly, we should give him important responsibilities. Nonetheless, considering he was recommended by our Queen, we must exercise caution."

"He definitely cannot be allowed to stay on Volcanic Island. One young Green Dragon like him certainly cannot guard Emerald Corridor; just any dragon-slaying squad could come by and take him out... Send him to Hinton’s territory instead. There’s that massive forest there; it won’t do him wrong." Leon asked, "What do you think?"

"No problem." Cecilia pondered for a moment, "He’s new here and unfamiliar with our rules, we must make it clear to him; it’s just about managing that forest, not giving it to him."

"Leave this matter to you then." Leon said. He disliked trouble, and if not for the reward of the Golden Finger, he’d hardly want to establish a nation. "I’ve discussed my governance strategies with you; you should know how to handle things... You’re also my Princess, this kingdom has your share, so put your heart into it."

Leon entrusted Green Dragon Terar to Cecilia and left it be. The appearance of a young Green Dragon didn’t stir much commotion until he petitioned, claiming there was no temple to Tiamat in the Zhen Dan Kingdom, requesting funding to build one, worthy of being recommended by Tiamat.

"I don’t mind you wanting to build a temple to Her personally." Leon allowed religious freedom as long as there were no temples or statues of any God on Volcanic Island. "But don’t expect government funding."

Though Leon bluntly rejected Green Dragon Terar, repeatedly reminding him to attend to his duties, it still aroused vigilance among the Metal Dragons like Fiora, Eggon, and Isily—but only vigilance.

No one could predict that, following Terar’s arrival, another Green Dragon, Laisone, would seek refuge with Leon within less than half a year.

Red Dragons are known for arrogance and narcissism... Angelista and Salovis are special cases; if Salovis hadn’t mistakenly believed Leon was her father, she wouldn’t have traveled such a great distance to Watchtower Port. There are plenty of Blue Dragon Dominators, why leave the desert seeking a Red Dragon? Black Dragons fear and hate other Dragons, while White Dragons are simply too foolish. The remaining Green Dragons who adapt to circumstances are exceptional, but two appearing within a short span demands attention.

With two Green Dragons arriving consecutively, Isily couldn’t sit still any longer and couldn’t resist volunteering.

The Red Dragon might be a tyrant, but his kingdom fares better than most... The number of Colorful Dragons is already enough, and if their numbers grow any larger, they’ll eventually lead us into a pit.

"Why do you suddenly want to work for me?"

"Is ’running out of money’ a good reason?"

"Haven’t you been working as an adventurer all along?"

"An adventurer doesn’t earn much... Just say if you want me or not."

"The point isn’t about wanting or not, but rather what can you do?"

Leon only knew Silver Dragons roamed around like street loafers daily, despite him ceasing to imprison her—a decision initially made for fun—and also because Fiora incessantly whispered in his ear.

"What do you think of me becoming a diplomat?" Isily, hands on hips, brimming with excitement, "Is there anyone more suited to being a diplomat than a Silver Dragon?"

"If we don’t count the Brass Dragon rambling non-stop, what about the Green Dragon?" Leon raised an eyebrow. "To be a good diplomat requires a glib tongue; don’t you think the Green Dragon’s tongue is more agile than yours? Cecilia’s unavailable, but Terar and Laisone would be."

"Everyone knows Green Dragons are duplicitous, sneaky, and untrustworthy. Aren’t you afraid of a diplomatic disaster if you appoint a Green Dragon as a diplomat?" The silver-haired girl wrinkled her nose. "The Zhen Dan Kingdom primarily faces the Talia Alliance now; we Silver Dragons excel at communicating with humanoids."

Leon nodded at her words, acknowledging that Isily was indeed well-suited to be a diplomat; his Zhen Dan Kingdom lacked a diplomat.

Leon agreed to Isily.

Despite successfully becoming a diplomat, Isily wasn’t prepared to let things rest. With too many Colorful Dragons in the Zhen Dan Kingdom, she contemplated having Fiora call over her good friend Tatiss and, in the meantime, connect with the Silver Dragon Grianna living on the Lost Plateau to ensure the Zhen Dan Kingdom does not align with the Evil Dragon Queen.

Leon hadn’t anticipated that Green Dragon Terar’s arrival would unexpectedly trigger such a storm.
