Chapter 195: Chapter – 174 - A Constitutional Monarchy
Shaihffer’s Point Of View
I was in an incredibly good mood today. Everything was progressing accordingly. The Omega Tip Hotline was gathering more information than we could’ve ever imagined, and all the Duhtchies under a King’s control were in a state of panic.
"Good Morning, Director." The Beta receptionist said, taking me by surprise.
I paused in my stroll through the spacious lobby, and glanced in her direction. After my many visits over the years, I was now a familiar face in this establishment. That said, I couldn’t recall a single time that I had been greeted by anyone before.
"Yes, and good morning to you as well." I replied, before continuing on my journey.
"Oh! Please, wait... Mr. Director, Sir!" The receptionist hurriedly called out to me.
"What is it?" I asked, not turning around.
I was beginning to think that the employees here had gotten a little too comfortable in my presence. Outside of family members, most people avoided a conversation with me altogether.
I didn’t particularly mind the treatment, of course. I detested small talk of any kind, and found discussing trivial matters such as the weather, work, or love extremely vexatious.
In her haste to get my attention, the Beta didn’t even realize that she was currently testing my patience.
"You’re here to visit the Chief, correct?" She asked, coming to a stop before me.
"I am. What of it?"
"He said that he would be in Conference room #5 on the 50th floor by the time you arrived. I was asked to relay this message to you, upon your arrival."
The receptionist gave a curt bow, before heading back to her desk. I blinked in surprise for a moment, and then briskly made my way to the elevators.
In the past 4 years, the skittish Omega had met me only twice outside his office on his own accord. What’s more, he would relay that message to me personally. I couldn’t help but be curious about what he was doing outside of his office.
As the elevator began to chime with each passing floor, I began to wonder about what he would do for me today. If it was good, I’d probably need to think of a decent reward for him.
<Floor 50... Please watch your step.>
As the doors opened up and I stepped out of the elevator, I noticed that the floor was mysteriously quiet. All the doors to the conference rooms and office rooms were wide-open, their lights turned off.
That is, all but one room at the end of the hallway. The faint light trickled out of the door that had been left ajar. I quickened my pace, doing my best to silence my foot steps against the marble floor.
After the previous Director denied my proposed bills, I had been bristling with anger. Most aggravating of all, was that he never gave me a reason for the denial beyond, ’Proposed bills will conflict with established Laws, this will eventually lead to anarchy and ruin.’
Stubbornly enough, he wouldn’t disclose what laws were conflicting with my proposal either. Fed up with his uselessness, I headed out of his office to look into it myself, possibly revise my plans. I couldn’t supress my rising anger at all in the elevator.
Not until I began to smell the most incredibly soothing scent that I’d ever inhaled before. Since there were quite a few people in the elevator, I couldn’t be certain who it was coming from. I began to study the people around me. Ensuring that I didn’t miss a single face or detail.
The smell disappeared after the doors closed on the 33rd floor, but four people had gotten off there. Two women and two men. I tried not to look suspicious, as I got off on the 32nd floor. Since I rarely went out into the field, most people knew my name but not my face.
I used that to my advantage as I walked past the cubicles and employees of that floor, and headed to the stairs located on the far right side of the elevator.
I couldn’t be certain if luck was on my side, or if the guy just had bad luck.... Because as soon as I climbed the last step and surveyed my surroundings, that soothing scent had drifted by and headed for the restroom.
That same scent currently had me gripping the door knob, and trying to calm my frantic pulse. I swallowed dryly as I quietly entered the room.
As the door shut firmly behind me, Ohr’Aizen flinched and rose his head off of the table. There wasn’t a single thing done to excite me, if anything it was as if he was hiding from something... Or someone...
He closed the screen to his tablet, quickly turned around, and then slightly relax after seeing me.
"Why are you in here, instead of your office?" I asked, taking a seat on the table next to him.
"My phone won’t stop ringing in there, it’s annoying. Also, Zachariah called me personally. He wants to have a meeting with me tomorrow... Can’t say I’m not terrified... Now I understand why the previous Director denied your request..." He sighed.
The way he said that, made it seem like the law was in the wrong. I wasn’t understanding what he meant, and his pheromones were steadily increasing.
"What are you saying? Why is that so problematic for you? As the Autocrat, you have the final say, do you not?" I asked, taking his chin.
"Under the previous Mafia Monarch, they signed a deal with us... This deal allows the Ruling Monarch’s domain to essentially become a Constitutional Monarchy. The only rules they must firmly adhere to, are the rules written out between both parties on the Constitutional Contract."
Ohr’Aizen was beginning to tremble slightly, and it was extremely distracting. However, it didn’t distract me enough to miss the bomb he had just dropped on me. The words of the previous President Executive echoed through my head, finally making sense.
I succeeded the previous Judicials Director when the current Mafia Monarch Zachariah, had already been serving for at least 3 years. I never stopped to consider why the government looked the other way concerning the Duhtchies ruled by a King.
’I’m curious about what that contract says. I didn’t find any such records in my previous searches...’
"I’ve found a loophole that could buy us time, but it’s flimsy and could backfire on us if we push too hard. I’m not sure what I should do, though..." Ohr’Aizen said, looking up at me.
"What’s the loophole." I asked, curious.
"Well... I’ve been wracking my brain for a solution ever since you submitted the New Edict proposal... There’s a rule in the contract. It basically states that their Duhtchies will not interfere with government controlled Duhtchies or businesses." He replied, propping his head up on his palm.
"Even if those government businesses and buildings are located in a Mafia King Controlled Duhtchy?" I asked.
"Yes... In a way... Individual contracts are made, if the government’s application they submitted for the construction, gets approved. However, federal buildings such as banks, insurance companies, and hospitals are governed differently. It’s more of a conjoined ownership, the Kings cooperatively work in conjunction with the corresponding governmental division’s supervisor..."
It was intriguing, and I couldn’t help but smirk. If there was such a rule in the contract, it was a massive blunder for the previous Mafia Monarch. He lacked the foresight to see how that rule could be used against them.
On top of that, the facilities that had been raided, were both government property. That’s nothing to say about the reprehensible way they behaved during their little incursion on Chastaine’s estate.
Suddenly, I remembered what Ohr’Aizen had said, and paused. I shivered involuntarily, as a cold chill ran down my spine.
"How can this backfire? Do you have a rebuttal prepared?" I asked, warily.
There must have been a reason why he hadn’t brought this to my attention before now. Even if Zachariah never called, Ohr’Aizen wasn’t the type of person to not cover his tracks.
’Or try to, at least...’
"Well... the only time the Mafia King’s can interfere on government property, is if their Monarch is kidnapped or captured in a Mafia Controlled Duhtchy. Or a family member to the Kings falls into the same category." He replied, not meeting my eyes.
I thought back to what I knew about the incidents that led us to this point. Delgaide was government property, but Ferdinand and his dogs destroyed it.
Lore’rahlye was also government property, and I’m told multiple King’s were involved with it’s demise.
Then there was Chastaine... I couldn’t be too sure on the details... We knew next to nothing on how it all blew out of proportion.
"What aren’t you saying? Were their actions actually justifiable within lawful means?" I asked, perplexed.
It was absurd by any other standards. The fact that in some way the contract had room to actually work in their favor, even at times like that, was infuriating.
"In a way, they could argue that with each aggression, no laws were broken." He sighed, laying his head down completely.
It was clear that this was taking a toll on him, and yet...
"In Delgaide, both Ferdinand’s mate and childhood friend were taken. Cole’s father could be blamed for that, but he’s dead now. Lore’rahlye was an even bigger fiasco. Ferdinand’s home was invaded, children and employees were abducted. We may have been able to have more sway here, but unfortunately they were transported to the Lore’rahlye facility instead of remaining in Sayenrio."
The more he spoke, the more I realized the government had been too careless.
"Most troubling of all, is that Chastaine knowingly captured Zachariah, and chained him in her lab."
It felt like all sound had disappeared, and the only thing that remained was a high pitched ringing in my ears.
’I was in an incredibly good mood today... Emphasis on: Was...’
