At this moment, the green, aged monster king looked at Jia Yan with disbelief. He thought that it was impossible to encounter a Dignitary in this starfield, and yet now he seemed to have met one.

Jia Yan controlled his power; he was clear that it was the power of a Dignitary, because when he was a young monster fleeing for his life, he was targeted by a Dignitary. It was only because one of his family’s powerful ones desperately blocked the opponent that he managed to escape.

"This powerful one might not even belong to our starfield. Could it be that I also have the chance to return to my homeland before I die?" The tragic green monster’s gaze at Jia Yan became even more intense.

Although Jia Yan had noticed the green monster’s gaze, he had no concerns. To him, even an avatar of his would easily kill such beings, and no matter what scheming they had in mind, he was not afraid.

Hearing the green monster finally inquiring about the "Earth Civilization," Jia Yan finally smiled.

And while the sharp gleam in their eyes flickered, some who knew the same information were also astonished because they couldn’t imagine how such an invincible being could come from that native planet called Earth.

Of course, more Starry Sky Level experts from the Rufus Empire didn’t even know this news. For the real strong ones, what happened on Earth was trivial, so trivial that just a family flank division could easily handle it, which was a conflict that occurred every day in the Great Rufus Empire; they had no time to pay attention to such trivial matters.

The images he played were of the Metal Monster ravaging Earth.

Many children died on the ground, and others were burned to death in groups by the Metal Monster, and so on.

As this scene played out, the expressions of the crowd of strong ones changed slightly.

Not because they thought the scene was too tragic—after all, which among the Rufus Empire’s strong ones hadn’t killed before?—but upon seeing this scene, they understood why the Emissary had come directly to the Empire Capital Star to begin the massacre!

To carry out such a terrible massacre in the civilization of another, the fact that the opponent had only killed some of their strong ones and some ordinary creatures near the royal palace upon arrival was already quite magnanimous.

Yet, this group of strong ones felt that something seemed off.

"Alright, now I will read out the Earth’s war reparations document."

Jia Yan let out a cold sneer, then he opened the war compensation explanation document written in Earth’s Chinese language.

"Herewith, our Earth civilization, having suffered long-term infringement by the Ru Lan Empire, has, after deliberation by the Civilization Headquarters, decided to demand the following war reparations from your esteemed Empire..."

Jia Yan’s calm voice spread throughout the Capital Star of the Ru Lan Empire. Under his powerful and unmatched strength, every creature on the Capital Star could clearly hear this declaration of war reparations.

"Three Resource Stars... Five hundred thousand skilled technicians of various technical trades... Five hundred thousand rotational system technology and cultural educators... Specified reparative minerals of various items..."

Jia Yan spoke softly. The list of reparations was long, but he did not care about its length because these were all bought by a generation of Earth people with their lives. The Ru Lan Empire and Auster Empire had caused near-extinction level harm on Earth, and if not for Jia Yan’s timely returns and several instances of aiding the Earth people to avert crises, Earth might have disappeared into the annals of history just like other species that were exterminated by the two great civilizations.

And the amount of these reparations, for the entirety of the Ru Lan Empire, was not unbearable. It was not that Jia Yan did not understand this point, but rather, no matter how much he demanded, given Earth’s current level of civilization, they wouldn’t be able to assimilate it.

It would be better to exchange all this for Earth’s future status, along with technology and more.

There were many detailed clauses within the terms, and Jia Yan enumerated each one.

The vast array of equipment used by a basic civilization, all kinds of spacecraft and production equipment, plus demands for over millions of labor—though not too extravagant for the Ru Lan Empire it was enough to harm their very sinews and bones.

Especially the last clause of the terms...

"Additionally, to ensure that your esteemed Empire will not wage war against Earth’s civilization in the future and to facilitate cultural exchange between both parties, the Ru Lan Empire Royal Family shall establish a Prince to reside within Earth’s civilization territory permanently. Our side will fulfill the host’s duties to educate the Prince in Earth’s culture, and both our esteemed and distinguished parties shall step towards a more brilliant civilization together!"

"Earth Civilization Headquarters."

After Jia Yan finished everything, he gently swiped the document!

This document was made from a special kind of paper and since it was written by Earth people, the writing was not large.

Yet under Jia Yan’s power, this document seemed like a powerful weapon, directly falling to the ground and embedding itself atop the highest bone erected by the First Emperor of the Ru Lan Empire.

Then, Jia Yan released a strand of his Brainwave Power, enveloping the area where the document lay, protecting it from wind and rain for a considerable time with its albeit not strong power.

The strong ones present, seeing Jia Yan’s insult to their ancestral Great Emperor, were angered but did not dare to speak out.

After Jia Yan had done all this, he gently flew above the group of strong ones.

He looked down upon the group of strong ones, his gaze slowly sweeping across.

Each of the strong ones, whose Avatars were much larger than his, found their gazes swept over by him but did not dare meet his eyes. Even the tragic green Monster twisted its head away in humiliation.

They had now understood that Earth was no powerful civilization, but plainly a native one!

From the looks of the footage, just a small fleet could easily sweep this civilization aside.

But they did not dare!

Why? Precisely because of this ’Emissary’ who had come above their heads! This Emissary’s strength was overbearingly powerful, to an extent that defied the heavens. Although this so-called civilization of Earth couldn’t even be called an interstellar civilization, as long as this Emissary was present, who in the surrounding Starfields would dare say a single word of ’no’ to Earth’s civilization?

Not a single civilization or empire dared to do so, and the Ru Lan Empire was no exception.

Didn’t they see this Emissary Lord almost flatten the entire Empire Capital Star by himself?

It looked like if this being wanted to take action, he could easily annihilate all the Royal Family of the entire Capital Star, and with his power, he could perhaps single-handedly destroy the entire Ru Lan Empire if he was willing to spend the time.

So even though they knew that Earth’s civilization was just a weak native one, they dared not look down on it at all!

Jia Yan coldly looked down at the group of Monsters below him. His Environmental Control Power fully unfolded, and all the strong ones were unable to move a muscle under its control.

"Alright, you tell me, do you accept Earth civilization’s demands for reparations?" His voice rang out, slowly inquiring.
