Qi Changye had been busy the entire night before too. With dark circles under his eyes, he said, "Several people from our unit have already gone over there, plus I borrowed ten more, so now there’s about a dozen people on the site... by around 10 o’clock, everyone should be in place. Some of them had assignments before, and were scheduled to start new tasks today..."

Police work is never done, and Qi Changye’s unit is a typical example of being highly equipped yet understaffed. The ranks of the unit and personnel are high, but the number of people is small, the workload is large, and they are perpetually busy.
