Chapter 594: Chapter 540 New Case Commencement
Luojin City Criminal Police Detachment meeting room.
Director Xu and Captain Wang of the Luojin City Bureau, along with numerous officers, Cui Xiaohu and Li Haochen from the ministries, as well as Huang Qiangmin and Jiang Yuan, were all present.
Entering the meeting room, Jiang Yuan could feel the atmosphere differed from yesterday.
If yesterday’s ambience was tense, lively, and united, today’s meeting room felt lively, relaxed, and happy.
It was as if yesterday was a meeting of police dogs, whereas today was a gathering of golden retrievers.
Were it not for the leadership keeping watch, such as Pang Jidong and others, they would probably be eager to give Jiang Yuan little eyes and itch his scratch.
Of course, people like Director Xu remained quite serious, maintaining a somewhat haughty stance. After all, this time the Luojin City Bureau was absolutely the dominant party, feeling like the father, those in the know understand.
Taking a light sip of tea, Director Xu smiled and said, "Jiang Yuan, you also don’t need to feel burdened. With your ability, handling cases will definitely be easy. Even if you hit a snag, just finishing three within two years will do. If you really can’t finish, we can discuss it further."
Captain Wang also followed with a smile, "Indeed, at first, we proposed that you just provide technical support. Director Huang’s attitude was quite firm, still hoping you could have command authority, and that we agreed to. In summary, solving the cases is what matters..."
What they referred to as the "case thrust upon" Jiang Yuan was the 110 Luo Jin Double Sexual Assault Case.
The Luo Jin prefix indicated that the incident occurred in the capital of Baijiang Province; 110 is the date of the first incident, which happened on January 10 last year; the double sexual assault represents the particularity of the case.
The offender used a rather unique method to commit the crime. He first immobilized the victims with electric shocks, then blindfolded them with a cloth strip, and took them to a nearby location for sexual assault. Next, he would take the victims by car to another unknown location for repeated sexual assaults over an extended period. After the crime was completed, he would drive the victim back to the original location and dump them.
He chose relatively secluded locations without cameras and surveillance, targeting young females as his victims. After the back-and-forth assaults, the victims couldn’t even identify the crime scene.
Beyond the meticulousness in his modus operandi, the timing of his crimes also embarrassed the police. The first two incidents occurred on January 10 and January 19. The way the police named these types of cases easily conveyed a sense of provocation.
The case was not easy to crack.
Although normally, the more crimes an offender commits, the more mistakes they should make, in this case, the culprit left behind very few clues.
The victims, shocked by electricity and restrained by rope, had low resistance, to say the least, and the information they could provide was very limited. Physical evidence was also scarce, virtually nonexistent.
In such a situation, the Luojin City Bureau had already begun to try criminal profiling, using psychological methods to solve the case.
Yet there was still no breakthrough.
Director Xu and others’ main expectation of Jiang Yuan was also this case.
The serial rape case is one of the eight major crimes, and its nature is even more heinous with a serial offender. Plus, with all the victims being middle school girls, the social impact of this case is far greater than one might imagine.
Since last year, the Luojin City Bureau had invested a lot of manpower and resources into this case and had specifically upgraded the surveillance systems in the suburban areas. After the fourth incident in the middle of the year, the police even crazily set up checkpoints hoping to catch the perpetrator by luck.
Although the case had not been solved, the trend of the offender’s rampant crime wave had been severed, and the number of incidents in this case remained fixed at four to this day.
Nevertheless, the Luojin City Bureau continued to see the case as a disgrace, so once the kidnapping case concluded, with a bit of spare capacity, the bureau’s first thought was the 110 Luo Jin Double Sexual Assault Case.
After receiving the information yesterday, Jiang Yuan had already first reviewed the case files and obtained his consent before today’s meeting took place.
Now, in front of the Luo Jin people, Jiang Yuan gave a firm reply, "As long as the resources can be assured, there is still an opportunity to solve this case."
Even though they had already received an answer earlier, everyone was still visibly delighted upon hearing Jiang Yuan’s affirmative response.
Director Xu hurriedly said, "For this case, there is no upper limit; funding will be on a reimbursement basis, so Doctor Jiang can rest assured."
The captain was a forthright man who had already discussed this with Huang Qiangmin, so he said, "The fourth team can be set up separately, and all its members will join the special case team."
"The expenses for the Trace Evidence Laboratory may be a bit high, and I’ll need to prioritize the timeline," Jiang Yuan added another request.
Director Xu and the others naturally agreed.
Jiang Yuan looked at Huang Qiangmin again and continued, "Then let’s get this case started. As for the three cases we agreed upon..."
"There’s no rush for those, just focus on case 110 for now," Director Xu suddenly became very accommodating.
Jiang Yuan smiled and said, "While browsing the internal network for cases yesterday, I took the opportunity to examine some other cases as well. There was an unresolved murder case where the fingerprint evidence seemed unusual, so I worked on it casually. The fingerprints have been matched, and someone can follow up on it later."
Jiang Yuan took out a folded A4 sheet of paper from his pocket and handed it over.
The captain hurriedly took it, unfolded it, and saw it was a fingerprint identification report, with the matched criminal suspect’s information attached at the bottom. The suspect turned out to be an ex-convict who had completed his sentence.
"Does this mean this person is a suspect?" The captain, having had little interaction with Jiang Yuan, was still unsure of the specific protocol.
"A bloody palm print indicates that the person is either a suspect or a witness. Bring him in for interrogation, and we’ll know," said Jiang Yuan, who had focused on a blurry bloody palm print and proceeded directly with fingerprint analysis. With Image Enhancement Level 5 and two fingerprint analysis skills, he temporarily boosted a Level 4 fingerprint identification by +1, and within just half an hour, he had matched the fingerprint.
According to Jiang Yuan’s experience, this unresolved murder case was as good as solved.
The captain was greatly shocked, and Director Xu was amazed and bewildered.
Huang Qiangmin smiled without saying a word. Jiang Yuan’s first second-class merit award had come from a fingerprint contest breakthrough; Luo Jin City itself did not have such a strong fingerprint expert like Jiang Yuan.
"Lao Yi, take over this case for your team," ordered the captain to the head of his own second team.
The head of the second team was a traditional, deeply concerned veteran detective with a sharp gaze who looked at everyone as if he distrusted them. He simply nodded in agreement now.
The captain cleared his throat and asked, "That... Captain Jiang, regarding case 110, do you have any direction for the investigation?"
He had wanted to ask this question earlier but was interrupted by Jiang Yuan’s presentation of a fingerprint. Now, when he spoke again, he seemed even more polite.
Without any need to conceal his thoughts, Jiang Yuan replied directly, "Yesterday, when I saw the evidence list, it included clothing from four victims. I think we can start from there, first using Legal Botany to narrow down the location of the crime."
Legal Botany connects people on one side and locations on the other.
Using Legal Botany, it’s easier to find places than people.
In this series of serial rape cases, the inability to locate the crime scenes was a significant issue.
This was not only crucial during the investigative stage but also for subsequent legal proceedings.
Jiang Yuan, observing everyone’s expressions, realized they didn’t quite understand and continued, "My idea is rather straightforward. When the perpetrator committed the crime, the victims’ clothing would have come into contact with both the primary and secondary crime scenes. Moreover, the contact would have been for a considerable duration. With four cases, we might find a pattern."
"Second, the place where the perpetrator first assaulted the victim should be close to where the victim was electrocuted. Due to being electrocuted, blindfolded, and in shock, the victim is unable to provide accurate time and location details. Pollen doesn’t have this problem."
"Can we really find it this way? It’s been over a year, is pollen evidence still useful?" asked the captain, feeling more incredulous the more he heard.
All Jiang Yuan said was, "For pollen, even a decade is child’s play, but the specifics will depend on today’s experimental procedures."
As the captain and Director Xu listened, they nodded nonstop, without knowing why.
