One reason is the limitation of time, and the other is the limitation of technology.
Some characteristic points are just hard to determine and label, and it’s easy to make mistakes. Full fingerprints are not necessarily easier to label than the partial ones collected from the scene.
After all, the technicians responsible for marking fingerprints are mostly beginners at the LV0.5 to LV1 level. In a society where "you get what you pay for" prevails, one cannot expect rookie police officers with a monthly salary of 5000 to exhibit remarkable creativity and sense of responsibility.
But Jiang Yuan is genuinely capable of marking 100 characteristic points.
