The other three district brigades were stationed around the perimeter of the Lower City District. Besides the responsibility of evacuating families, they needed to recruit as many like-minded individuals as possible in a limited time. Once the company and the gang forces invaded the Lower City District, they would have to retreat to the beach to begin their defense on site.

As for the special operations team, it was formed by Zhang Zhiyuan and Potland, comprising of the miners who were first to fire upon the gang foremen—they were the ones who understood the company’s brutality the most.
