The two headed towards the outskirts of the city, laughing and chatting all the while. The original survivor’s camp had split into a "sub-base" outside the city, primarily serving the collectors and cleaners working in the city ruins. Many NPC merchants frequented this area, and players often found odd items in their possession.
As the lay gamers began their daily routines, Murphy, who had just ended his few hours of sleep in the Blood Eagle Corridor, arrived punctually at his office.
Unlike other vampires who tended to be nocturnal, Murphy always carved out a few hours to sleep at night, a "little secret" of his. However, as he yawned and pushed open the door to his office, he was greeted by an unexpected visitor.
"Lady Shani?"
Murphy quickly tidied his slightly disheveled appearance, expressing his surprise:
"Why are you up so early?"
"I wanted to ask why you, a vampire, would sleep during the night’s benediction? Shouldn’t you be reveling in tranquil dreams in a coffin during the day’s curse?"
Lady Shani examined Murphy from head to toe, teasing:
"As expected, you have indeed lived up to your own description, being an ’atypical vampire.’"
"I have only been transformed recently, and human habits stubbornly influence my new life. For now, I have no intention of changing this ’bad habit’."
Murphy responded appropriately and turned to glance at Andre, Count Bai of White Mountain, standing beside Lady Shani.
The Count’s gaze lingered on the Fang of Cold Blade around Murphy’s waist - an item no longer belonging to him.
The Count’s grey eyes held a complex mix of emotions, among them a hint of frustration. Both he and Murphy had been transformed into vampires last year and were rising stars at the Black Iron Rank, yet why was there such a disparity between them?
He reckoned that if Murphy were to go all out in a fight, he would be struck down in no more than twenty moves.
Murphy, however, differed in his estimation.
He figured it would take no more than ten moves to take the Count down. If it was a matter of life and death and he utilized a necessary evil, he thought that he could even achieve a "one-hit-KO". Of course, he couldn’t voice these thoughts as they would damage the Count’s confidence and would be completely lacking in decorum.
"Your prestigious presence surely wouldn’t have shown up at such an inconvenient hour of the morning in my office just for a joke. So, I guess, have we made progress on our discussion from last night?"
Murphy strode over to his desk and placed his lord’s memorandum on the table. Interlocking his fingers, he looked at the prim and formal Lady Shani before him.
A stern expression crossed his handsome face as he asked:
"Can I assume that you are representing the Wolf Queen Majesty of Nordtoff Kingdom in talks with the Governor of Transylvania?"
"Not at all!"
Lady Shani maintained her courtly manners, responding with clear articulation:
"Indeed, I am now speaking on behalf of Her Majesty Angelina Alexeyevna Romanoff. However, Murphy, you are not officially recognized as the Governor of Transylvania by our realm. At least not until you fulfill your upcoming responsibilities. For now, you can only consider yourself the ’Acting Governor’."
"Oh?"
Murphy let out a smile, saying:
"So, her majesty the Wolf Queen has agreed in principle to my four requests?"
"Yes, she has agreed in principle. However, certain modifications will inevitably be made in the practical application."
Lady Shani dismissed it with a wave of her hand.
Count Bai, standing by her side, promptly removed a luxurious set of court tea set from his spiritual energy package and skillfully brewed a fragrant pot of black tea.
While he busied himself, Lady Shani pulled out a scroll from her lady’s bag and opened it in front of Murphy. She cleared her throat, reading out loud:
"Under the approval and direction of Her Majesty Angelina Alexeyevna Romanoff, the Nordtoff Kingdom will start releasing the captivated Blood Servants of Transylvania from next month, up to a quota of 6000 people.
If there is a shortage of Blood Servants, our kingdom will provide some dismissed soldiers to Transylvania to enrich its severely damaged production system.
Simultaneously, upon the completion of the formal army establishment in Count Cardman’s territory in Transylvania, three arms factories and seven supply merchants, assigned by our queen, will provide firearms, ammunition, and necessary military supplies specifically for Count Murphy’s troops.
Her Majesty Queen requires Count Murphy to procure supplies every two months, and the volume of each procurement must not be less than one campaign base!"
Fifteen days from now, a special envoy team from the Nordtoff Kingdom’s Ministry of Finance will enter Transylvania to negotiate large loan issues with the vassals and professionals under Count Cardman.
This loan will be paid by our kingdom in kind to Transylvania, and you must pay it back annually over the next five years.
To demonstrate Her Majesty Queen’s emphasis on Transylvania and her expectation of restoring production, the first loan will include the interest from all different angles that is a loss. The remaining loans will be determined depending on the circumstances."
Lastly, Her Majesty Queen has instructed the Thorn Clan to take full responsibility for implementing the ’mineral for food’ plan in Klim’s fortress and the southern mining area of Transylvania."
Having read that much, Lady Shani shot a glance at Murphy.
The Vampire Lord listened attentively, and upon hearing that all four of his requests had been met, his eyes lit up with joy.
