Chapter 1596: 536. Governor’s New Frontier·Ah! How did I suddenly get an exclave?_2

In this valley, those honored as "Elders" were once the Gladiator leaders who followed Lady Mona in resisting the Shadow Elves. Each of them was highly skilled in martial arts and held significant influence among their clansmen. Unfortunately, the large-scale attack that led to Adel’s departure years ago resulted in many elders dying on the battlefield.

Currently, there are only four elders left in Shadow Valley. Judging by the lifespan of half-elves, they are all in the prime of their lives, each at the silver tier and boasting formidable combat power.

This small valley, with just over three thousand people, has four silver-tier individuals and almost two hundred black-iron-tier ones. From this perspective, Shadow Valley’s power in the Wasteland Mountain region isn’t weak at all—on paper, it even rivals the Blood Vulture Clan.

But the biggest problem is the number of half-elves.

For them, every death means one less. This makes the half-elves reluctant to initiate large-scale actions. Thus, when Adel presented Lisa’s persuasion argument to the elders, she quickly received a response. Moreover, the four elders, out of respect for Lady Mona, stated their stance very clearly.

Murphy wants Shadow Valley to become Transylvania’s front line against the Black Disaster? Fine!

But he must demonstrate sincerity.

First and foremost is the migration issue.

Even a youngster like Lisa could see that the half-elves staying in the valley had no future. Naturally, the elders understood this too. Over the past few decades, even when Lady Mona was still alive, the topic of migration was continuously discussed, but every time it ended without resolution.

Do the half-elves avoid moving to Transylvania, where the environment is better and more suitable for living, simply because they don’t want to?

Not really—it’s because the Polluted Swamp blocks the way, making large-scale migration impossible. While the strong can come and go freely, the old, weak, and women and children in the valley cannot cross the swamp safely.

Thus, the elders’ first demand was for the Transia People to assist them in completing the migration of the first batch of clansmen.

An elder would lead the team to Transylvania to inspect the new homeland Governor Morphy has assigned to them, and at the same time assess Transylvania’s control over the Polluted Swamp and their military capabilities.

Once the messenger sends back news, the Blood Vulture Clan’s Psychic will take on the responsibility of escorting the weakest members to Transylvania as refugees, while the warriors will stay behind to assist in the fight against the Black Disaster.

This was their second demand.

The four elders explicitly told Adel that even if most of the clansmen migrated to Transylvania, they would not abandon Shadow Valley.

This place holds extraordinary significance for the half-elves—it is not just a refuge. The Shadow Clan insists on retaining nominal sovereignty over the valley as a commemoration of the past. No matter what the future may hold, there will always be a stationed group of Half-elf Rangers here.

Adel agreed to this issue decisively.

And the elders’ third concern involved the surviving Shadow Elves of the Mejewa Clan.

Just as Adel had anticipated, the older generation had no interest in the Shadow Elves. They demanded that the Transia People "resolve" this trouble for them.

The term "resolve" here carried a subtle undertone. Clearly, the half-elf elders didn’t care how Adel or her master dealt with these Shadow Elves. Their only requirement was that the Shadow Elves were no longer allowed to interfere in Shadow Clan’s affairs.

If this truly were a mission, this moment would bring up a branching "storyline choice."

Between Shadow Valley and the surviving Mejewa Shadow Elves, only one side could be chosen, which would put the other side as an adversary. Normally, such matters would be unsolvable. But in this case, Adel was quite thankful for her vampire identity—she knew there was a "win-win" solution to this problem.

The elders’ three conditions were readily agreed to, which fully represented Governor Morphy’s sincerity. This made the elders very satisfied but also a bit puzzled.

These Transia People seemed to have such a strong edge, so why had they been beaten so badly during the previous four Black Disasters?

To this, Adel responded that Governor Morphy was the ruler ordained by fate—a man capable of turning decay into marvel.

But this answer, filled with idealistic rhetoric, clearly failed to satisfy the pragmatic elders. Still, they were former Gladiators; their outlook on life was highly realistic. At Adel’s request, the elders immediately represented Shadow Valley’s half-elves in signing a contract with Transylvania.

They didn’t even bother consulting Lisa, the valley’s appointed leader—this demonstrated just how powerless and unremarkable Adel’s close friend truly was in this valley. It was no wonder Lisa felt driven to the point of collaborating with the Shadow Elves.

These old men and women were indeed a bit oppressive.

But with the contract now signed, as long as the three demands were fulfilled, Shadow Valley would gladly become part of Transylvania.

This contract satisfied both parties.

However, there were reasons behind this smooth negotiation. The key points that made Adel’s talks with the elders go so effortlessly were the immense respect for her mother, Lady Mona, whose prestige was practically unshakable here, and another vital factor: Adel decisively dealt with Lisa before meeting with the elders.

This clearly did not escape the elders’ notice. Adel’s display of skill and assertiveness during this process greatly impressed the elders.

They overwhelmingly praised Adel, saying she had inherited Truman’s strength and Mona’s wisdom, proclaiming her the destined leader of Shadow Valley’s half-elves. Between the lines, it was clear that so long as Adel expressed her desire, Lisa would promptly and "obediently" hand over the leadership position.
