Murphy flew leisurely back to Crimson Castle, arriving in the afternoon. He was about to begin his daily routine of an incognito inspection around his territory, but before he could finish changing clothes, a knock sounded on the door of his office.
"Come in."
The vampire lord, sans his cloak and only wearing a Protective Leather Armor, uttered and then the door swung open, revealing a worn-out Milian carrying a stack of documents.
She slammed the documents onto Murphy’s desk and said matter-of-factly:
"As of now, your warriors have identified and registered a total of 5,784 refugees."
"How many? Did you add an extra 5?"
Murphy was startled by the number and exclaimed:
"Hasn’t it been less than five days since this operation started? About a thousand people a day? Where did they find so many refugees? I know the years of war in Transylvania have left many people displaced, but isn’t this number a bit exaggerated?"
"The actual situation might differ from what you are picturing, Governor."
Milian’s expression was grim.
She pulled out a chair to sit across Murphy, spread out the information of the refugees she had collected, and passed it to him. He glanced at it and immediately saw a pattern.
In the nearly 6,000 people who had been identified and registered, only a third were from Transylvania itself, the remaining two-thirds were "foreigners."
This unusual statistic had Murphy frowning as he said:
"I’m aware of the Silver Moon Pride Team’s recruitment of the exiled through the support of the traders in Bataxin City, and I have to praise them for knowing how to use their resources wisely. But what about these refugees from the Kato area and East Prussia? I don’t recall issuing any order for the warriors to cross the border to catch people."
"That’s exactly the issue, neither you nor anyone else has given such orders, but that hasn’t stopped your warriors from being flexible with their morals,"
Milian said:
"As far as I’m aware, a group of warriors, currently being assessed for entry into the Shadow Intelligence Bureau, have coaxed hundreds from the Kato area to Transylvania by spreading the word of the Avalon Church. And according to them, this is just the beginning. The number of refugees collected through this means could eventually exceed several thousand.
This is considered rather mild behavior.
The administration’s reception point set up in Andma Hills received 600 people in one go this morning, and according to our civil servants’ covert checks and questioning, those can’t even be called refugees!
They were vagrants gathered by a group of our warriors disguised as bandits who crossed the border into East Prussia and looted enemy outposts. Not only did they bring back people, but they also plundered a Golden Flower soldier outpost, sent them here, and even conscientiously turned over a third of their loot to the administration.
Similar events have been happening for the past five days, with several small teams bringing in people from outside Transylvania through these means to date.
I heard even the Blood Rat Gang is discussing in private the possibility of forming a Slave Hunting Team to plunder residents in the Kavkhoka region. You know very well how much Mr. Portman, our city’s defense commander, takes a particular interest in these matters.

The Crimson Regent felt her head was about to explode. She rubbed her temples and said to Murphy, who had a bemused expression:
"I can understand the warriors’ passion for Transylvania, and I can see that their apparently insane actions are, in fact, very effective. However, our current situation doesn’t allow us to provoke conflicts with neighboring countries over such matters.
Murphy, you need to take control over your increasingly active warriors. This isn’t a request; it’s a necessity! According to Professor Malcolm’s forecasts, there are already tens of thousands of hidden refugees just within the area of Count Cico’s Earldom. The number is sufficient to meet our population needs for some time once they are identified and registered.
There’s absolutely no need to cause bigger problems over a mere population issue.
What’s most fatal is that your warriors seem to be enjoying this, starting to view these despicable acts as adventurous and honorable feats. I’m worried that if we don’t rein them in, they will soon come into conflict with the Pioneer Army stationed in East Prussia, or worse, ignite a war that nobody wants to see happen.
You also know how intractable Marshal Loren can be when it comes to these things."
Murphy nodded his head.
Then, looking at the statistical report in his hand, he couldn’t help but let out a wry chuckle and said:
"But you have to admit, they’ve done a pretty good job in this regard. Honestly, I thought it would take them at least a couple of weeks to bring back so many people. It turns out that as long as morality is willing to slip, there are always more solutions than problems."
"You’re laughing!"
Milian was close to losing her mind.
She thought Murphy completely misunderstood the seriousness of the situation, and just as she was about to get up and explain, she saw Murphy wave his hand dismissively and place the statistical report on the table, addressing her:
"I’ll issue a ’patch’ immediately to restrain my warriors, prohibiting them from engaging in this kind of human trafficking in East Prussia and the Kavkhoka region. You’re right, such behavior is unsuitable currently both from a moral and political perspective."
