The stairwell from the second floor was blown apart.

Tonks sneered coldly and hung up the phone.
“Boss, the Governor is here.”
A police officer from the Niangniang Temple precinct rushed into the temporary command center and reported to Gru that the Governor had arrived.
Gru smiled and put down the phone, telling Jax,
“He’s asking for it!”
The officer who had rushed in to deliver the news was also a member of the white-road gang and his face changed color instantly upon hearing his boss’s words.
Boss, are you playing this rough now?
I joined the gang just for the money.
You’re now talking about killing the Governor right in front of me.
What am I supposed to do?
Jax noticed the officer’s embarrassed expression and reassured him.
“The boss isn’t saying the Governor needs to die, he’s talking about that annoying dog of his family.”
“Alright, go outside and take a look,” Gru said.
The Governor indeed should have come.
Saint Rodu was an important city in California, and as the Governor, he couldn’t ignore such a significant incident within his jurisdiction.
Niusen had rushed over quite quickly but only arrived at the scene at nine o’clock in the evening.
It wasn’t that he didn’t want to come sooner, but he was on vacation when he received the news.

“Mr.
Tonks authorized me to deal with the kidnappers, but it seems Klauer has his trust more.
The current assault was launched without my knowledge; it was solely initiated by SWAT.”
Feeding lines.
While Gru spoke truthfully, his words were a tactical move.
At least SWAT dared to attack, while he had no intention of attacking; that didn’t prevent him from passing the buck to those who took action.
No matter the motives of the person taking action, Gru’s maneuver was devious.
But deviousness can be effective.
“Order them to stop immediately, stop now.
We can’t provoke the kidnappers any further!”
“Mr.
Governor, we’ve already cut off the library’s power supply; the live broadcast has stopped,”
Gru quietly reminded Niusen.
“I see…”
The Governor replied meaningfully.
Gru’s cleverness couldn’t possibly escape the Governor’s keen eyes, and Niusen inquired playfully,
“What would you do about the kidnappers if it were up to you?”
Gru humbly bowed his head, replying,
“I’m just an ordinary cop from Saint Rodu, sir.
I’d follow your commands to the letter.
If you gave the order, I wouldn’t hesitate to go through hell and high water.”
