After counting, there were a total of 36 Werewolf Tribes that had come to attend the assembly at the southern edge of Thunderous Swamp.

The population of each Werewolf Tribe varied. Although it was still not possible to calculate their total population precisely, it was estimated to be between twelve thousand to sixteen thousand.

The Werewolf Tribes practiced total mobilization: except for the cubs, all were Werewolf Warriors, with a significant portion being Second Order Great Werewolves. Added to that were the Werewolf Heroes and the swamp beasts they had tamed. This was an army that could not be ignored.

Now, before the Werewolf Clan Leaders, was a painting of three armed Werewolf Warriors.

The first was dressed in a black vest, holding a Steel Chains in their hand, and had a slingshot tucked into their waist.

The second Werewolf wore half-body Steel Studded Armor, equipped with a Steel Chains, a slingshot, a multi-functional engineer shovel, shoulder straps, a belt, and a backpack.

The third Werewolf was clad in Half Body Plate Armor, all their equipment identical to that of an Eternal Domain Werewolf Warrior, and beside them was a bicycle.

After the Clan Leaders had inspected these three sets of Werewolf Warrior equipment, Yan Xing said, "The first set of Werewolf Warrior equipment can be purchased by all Werewolf Tribes from the Eternal Domain with food. Yan Xing took a sip of water, cleared his throat, and said, "The third type of Werewolf equipment is available only to the warriors of the Light Armored Werewolf Mobile Force, which is directly under the control of the Eternal Domain. The primary source for Light Armored Werewolf Warriors will be the Werewolf subjects of the Eternal Domain. Another source I plan is to recruit outstanding Werewolf Warriors from the Southern Barracks.

"I require Light Armored Werewolf Warriors to serve at least five years in my army. When one chooses to retire, my Werewolf Commander, Olaf, will, based on their performance during service, grant them a portion of the equipment they once used. Yan Xing’s plan to hire warriors from the Werewolf Tribes to expand his own Werewolf army faced no obstacles and was approved by the Werewolf Clan Leaders.

Thus, Yan Xing could quickly organize a Light Armored Werewolf Mobile Force of two to three hundred warriors without spending God-given gold coins or waiting for the Wolf Den’s refresh cycle. This substantially enhanced the Eternal Domain’s offensive and defensive capabilities.

As for the compensation for the Werewolf Tribes... how much could that possibly cost? A single piece of aloeswood would be more than enough.

Now, Yan Xing’s three-tier military system had been approved at the Werewolf Clan Leaders’ meeting.

The first-tier Werewolf Warriors were true militiamen. They worked during peacetime and served as soldiers during wartime, protecting the frontlines of the Eternal Commerce Company’s assets.

The second-tier Werewolf Warriors were conscripts, serving in the Southern Barracks located in the Red Mud Wetland. Once this three-tier military system was established, the Eternal Domain would be difficult to significantly harm through general invasions, unless it was specifically targeted by the Human, Orc, Elf, and swamp factions from the Wildwind Highlands.
