From what was shown in the documents, the Pollution Cleaning Department seemed to have some deeper, entirely irreconcilable contradiction with Night Hawk, to the extent that they had reached a point of no return, unable to communicate.
And this file didn’t actually reveal this contradiction, and there was an obvious sense of stopping short, no further probing into the matter.

It seems that the Evolution Acolytes, eventually being able to ’find’ Night Hawk, might have a deeper ’understanding’ of him than the Pollution Cleaning Department that ’hinted but didn’t explore’.
So the breakthrough still needed to be on the side of the Evolution Acolytes.
