Chapter 322: Chapter 322: The Person Standing in the Light (Double Release: Please Favorite, Subscribe, and Vote for Monthly Tickets)
Under the incessant downpour, the gold-haired woman clenched the sharp blade that gashed her palm, stabbing again and again at the sturdy carapace.
"Oh~"
The painful roar trembled through the curtain of rain.
The massive giant turtle shook and rolled its body, trying to shake the ’bug’ off its back.
But no matter how it rolled, the gold-haired woman clung tightly to its carapace, swinging her knife like a cold machine.
Finally, after continuous strikes that matched the frequency of the heavy rain, the giant turtle’s sturdy carapace cracked.
By now, there were dozens of dense cracks on its body, and only a few blades remained stuck in its back.
When the last crack spread, becoming the final straw that broke the camel’s back,
All the cracks became interconnected.
The gold-haired woman lying on the giant turtle’s back suddenly raised her fist and smashed it into the center of the cracks.
Under this fierce impact, the thick carapace shattered like fragile glass in an instant, revealing the pulsating flesh and heart beneath.
The woman swung her blade and fiercely pierced through the heart, with orange-glowing blood spraying out, covering her face and staining her locks of hair.
She didn’t stop, but continued her relentless attack until the great beast let out its last mournful cry and fell to the ground forever.
She leaned against the vast carcass and staggered to her feet.
The torrential rain slid down her soft, pale skin, filled with wounds.
Finally... it was over...
She slowly raised her head.
Perhaps she should go thank the ’Leader.’
But just as she raised her head, a purple radiance with a vast pressure streaked across the sky.
The moment she saw this radiance, her heart suddenly tightened, and a severe, oppressive sadness enveloped her chest.
She had seen a similar radiance before.
Ande and Roy had both vanished within such light.
——
The continuous downpour was still falling, and Christos watched the solemn and anxious figures below.
Serle stood at the forefront, his hand pressing on the Dawn City Constitution taking an oath.
The Deputy Mayor was taking the oath of office before the Mayor.
A whispering discussion buzzed from below the platform.
The network of Dawn City hadn’t been cut, so naturally, people knew about South City being breached by the exotic beast.
Information about the city council being attacked by rebels hadn’t had time to spread.
Most standing here were ordinary workers, dressed in simple clothes, holding promotional umbrellas with advertisements from convenience or department stores.
They looked up, watching the figure taking the oath on the platform.
There was a slight disturbance among them, and fear, but they did not leave.
Because Christos still sat on the platform with a calm demeanor.
The Mayor who did not flee gave them the courage not to flee either.
The oath-taking process was quick, lasting only a few minutes.
But for some reason, Christos felt a strong unease in his heart.
Just then, a dazzling purple radiance suddenly streaked across the sky with terrifying pressure, piercing the dark clouds and landing on the nearby earth.
The moment he saw that radiance, Christos stiffened.
"Mr. Kristos, the Mayor of Dawn City, will now take the oath."
As the clock struck twelve, the host uttered these words, yet Christos did not immediately respond.
At his side, Serle, who had returned, gently nudged Christos.
Christos took a deep breath and slowly rose to his feet.
He approached the front of the platform, placing his hand on the Dawn City Constitution, a volume touched by generations of Mayors of Dawn City.
The host, who was also the Chief Judge of Dawn City, watched him,
"Christos, please repeat after me: I solemnly swear,"
"I solemnly swear,"
"I will faithfully execute the office of Mayor of Dawn City, and will to the best of my ability, preserve, protect, and defend the Constitution of Dawn City."
"I will faithfully execute the office of Mayor of Dawn City, and will to the best of my ability, preserve, protect, and defend the Constitution of Dawn City."
"I will faithfully uphold the order of the Federation and safeguard the civilization of mankind."
"I will faithfully uphold the order of the Federation and safeguard the civilization of mankind."
"Until death do me part."
As the host finished this sentence, Christos paused for a moment, looking up ahead, towards the place where the purple light fell.
He slowly began to speak, enunciating each word,
"Until death do me part."
The golden sunlight pierced the heavy clouds, casting its rays upon the grand statue of Ellenska, the first Mayor of Dawn City, and upon Christos, the current Mayor of Dawn City, who looked up to the sky alongside the statue.
The two figures merged across hundreds of years of time.
——Half a month later——
Shortly after Christos took his oath, Penny contacted the Mayor’s Guard and with Noan’s head quelled the conflict between the City Council and the police department.
At that time, Viktor returned with the Legion’s Captain and eliminated the three C-level exotic beasts outside Dawn City, reestablishing the Southern Army’s command center, and clearing the city of all exotic beasts.
Dawn City seemed to have returned to its original state.
At this moment, a debate was underway inside the City Council of Dawn City.
The original council chamber had been pierced by artillery fire during the combat and was currently under repair; all the councilors were now crammed into a small auxiliary meeting room.
This meeting room contained only a chairman’s podium and a crudely assembled inquiry stand.
"Next, the former councilor and now Mayor Christos will take the stand as a witness to respond to inquiries regarding the Wilderness Wanderer Immigration Act."
The presiding speaker softly spoke into the microphone from the chairman’s podium.
Christos stood at the inquiry stand, calmly looking at the council members seated there.
A few months ago, he was one among them.
"Mr. Kristos, I would like to ask you how you can assure that introducing Wilderness Wanderer immigrants will not increase the crime rate within Dawn City," gently inquired a council member to Christos’s right.
"Objection," raised a council member to Christos’s left, "I believe this question is meaningless. The number of new criminals in Dawn City each year is nearly catching up to all the Wilderness Wanderers presently in the city."
"Please speak in turns," the aged speaker tapped the table and slowly said into the microphone, "Mr. Kristos, please respond to the inquiry."
The member on the left wasn’t truly objecting but simply looking to irk the opposition; he withdrew his hand and looked towards Christos.
"Around Dawn City, there are tens of thousands of Wilderness Wanderers, and to date, we have identified only a little over three hundred who have or might be involved in criminal activities. This ratio is far below the Federation average," Christos said softly, looking at the inquiring council member.
"In fact, we have all witnessed the role of Wilderness Wanderers in the Noan incident. With their protection, a great number of citizens were saved from the threat of death, and Noan’s ruthless and mad conspiracy was ultimately foiled. This proves that the majority of Wilderness Wanderers are kind and brave."
"Mr. Kristos," another council member next to the inquirer continued, "since its establishment, the Federation hasn’t formally admitted new immigrants for hundreds of years. Do you think it is appropriate to suddenly change this situation?"
"I believe the citizens elected myself and the council members in hopes of change. We also promised the citizens change,"
Christos smiled and said, "So I think it’s unreasonable to discuss whether we should change this matter here. Just because something has always existed does not mean it’s right. Perhaps it has been wrong for many years and just never corrected in time."
"Good!"
The parliament member on Christos’ left who had just protested immediately began to applaud, "Well said!"
The other members around him also laughed and joined in with clapping.
The parliament member who had asked the question went slightly pale and closed his mouth.
"Mr. Kristos, I would like to ask, once Dawn City allows Wilderness Wanderers to immigrate, it will inevitably attract Wilderness Wanderers from all over the Federation. With a large number of Wilderness Wanderers entering the city, will they take away the jobs of the citizens, leading to unemployment for the original inhabitants? The unemployment rate in Dawn City is already high enough," another parliament member on Christos’ right continued to ask.
"The fundamental issue affecting the unemployment rate does not lie with the Wilderness Wanderers, nor with the workers," Christos answered calmly.
The parliament member halted, not continuing with this question.
"Mr. Kristos..."
One after another, the challenges followed in succession.
Most of these questions were from parliament members who opposed the bill.
At sunset, as night was about to fall, this session of questioning reached its ultimate moment.
After everyone finished asking, Christos did not leave, but calmly looked at few of the leading members among the parliament members and slowly said,
"Ladies and gentlemen, as the Mayor of Dawn City, I must inform you of some bad news. Although the vast majority of Wilderness Wanderers are kind and trustworthy, there are still thousands of them in Dawn City who are not on record.
The City Defense Army has just been through a major battle, and it is currently repairing and recovering, clearing out Noan’s followers, and does not have the capacity to round up these Wilderness Wanderers. The Federal Bureau of Investigation is investigating followers of the Church of the God of Chaos involved in this incident and currently doesn’t have the resources to spare.
The Dawn City government’s budget is tight, and it is likely that we lack the ability to handle them in the short term."
"What if these Wilderness Wanderers cause chaos?" a parliament member asked from the crowd.
"Sir, as you know," Christos sighed wearily, "Dawn City’s crime rate is already high, and the city government simply does not have additional manpower to deploy. However, the government will do its utmost to maintain stability in each district that you represent, in preparation for the upcoming parliamentary elections. Please rest assured."
The entire parliament erupted into an uproar at the mention of this point which some had not considered.
The Mayor is elected every four years, members of parliament every two, and every two years, a third of the parliament of Dawn City is replaced, following the mayoral election.
The critical period of the election is approaching. If the environment within a district deteriorates rapidly, causing unrest, some of the members present fear they might not be re-elected smoothly.
Some neutral parliament members who originally opposed the Wilderness Wanderer Immigration Act began to swiftly waver in their thoughts.
"Alright," said the elderly speaker, tapping the microphone, "we shall now proceed to the final debate on the ’Wilderness Wanderer Immigration Act’."
The clamorous noise instantly filled the entire parliament.
Christos watched as the parliament members, noisy like a discount market, bustled around.
Most of the members had actually been communicated with beforehand, and some neutral members were likely to lean in favor of the bill due to the need to maintain electoral stability.
He took a deep breath, turned and headed toward the door, pulling open the chamber’s doors.
Behind him was the chaotic, noisy parliament.
K, I kept my promise to you. I’ve done it.
——
The light of dawn spilled over a somewhat deserted garden.
A huge statue was being hoisted by a mechanical crane, set up at the center of the garden.
Beneath the statue being erected, a girl with dark skin was holding a book, quietly watching the workers erect the statue.
"The ’Immigration Act’ passed."
A beautiful blond woman slowly approached, stopping beside the girl, "Congratulations."
"Thank you,"
said the dark-skinned girl softly.
The "Wilderness Wanderer Immigration Act" allowed all wilderness wanderers to apply for Dawn City identity.
After submitting a detailed application, the wilderness wanderers would receive a social security card number. With this number, they could obtain legal employment in Dawn City, as well as manage their bank accounts and rent housing.
Then the applicants would enter an observation period of one to five years. During this period, as long as applicants behaved well and had no criminal record, they could become citizens of Dawn City. Their children born thereafter would also have the opportunity to directly obtain Dawn City citizenship.
Of course, specific rules vary depending on the individual, but overall, the wilderness wanderers now had a transparent and public path to enter Dawn City.
The fate of wandering for hundreds of years for the wilderness wanderers came to an end at this moment.
"Have your injuries healed?"
Penny turned around and looked at Selena beside her.
For the past half a month, Selena had been in the hospital for treatment and was changing into a new mechanized body. Penny visited her often, and the two gradually became friends.
"My injuries were simple; just needed to change into a new mechanized body. It just took a while for this body to arrive and took some time to adapt,"
Selena smiled, raising the Mithril box in her hand, "The item you gave me at the beginning, I’m returning it to you."
But Penny gently shook her head, she pushed on the Mithril box, pushing it back, "It’s better off with you than with us."
Selena was not foolish; she understood what Penny meant.
Although the "Immigration Act" was passed, the wilderness wanderers now had lost their leader and the entire group was very vulnerable. Although they were under the care of Christos, Christos, after all, was the mayor and couldn’t always take care of them.
In this city, they still needed a collaborator with a certain status and no small amount of strength.
After using the heart of the Bitter Monkey, Selena could already wield C-level power, and the cost of the Bitter Monkey heart was almost none for her, making it the most suitable extraordinary item for her.
And no one in the wilderness wanderers could use this extraordinary item if it stayed in their hands.
A C-level extraordinary item that could not be used in exchange for a real, high-status, C-level collaborator—quite a bargain.
"You trust me that much?"
Selena paused and asked with a smile.
If she wanted, she could have just kept the extraordinary item for herself.
"It’s not that I trust you," Penny shook her head, "the Leader trusts you."
Deep down, Penny had already seen it clearly; maybe the Leader had already considered the current situation when he had asked her to give Selena the heart of the Bitter Monkey.
Christos might be able to restrain the Dawn City Police and the City Defense Army, but he had trouble restraining the Federal Bureau of Investigation.
During the time the act had not yet passed, relying on Selena’s presence and coordination, the Federal Bureau of Investigation and Christos stood on the same side and did not conduct any investigations or arrests against the wilderness wanderers.
The more Penny thought, the more she realized that the Leader had calculated every step after his death, paving all the ways for those still alive.
He had already anticipated his own demise.
"Your Leader... was very good..." Selena’s body paused a bit, slowly retracting the Mithril box, "When you have someone who can use this extraordinary item, I will return it to you."
The cold morning breeze blew through the locks of hair of the two women.
That tall statue was finally erected in its entirety.
Penny raised her head, gazing at the statue.
It portrayed a lean-faced man with curved swords and a short blade hanging at his waist, cloaked in a fur coat. He parted the thorns before him with a wave of his hand, looking up as if he were gazing at the sunrise, and as though he were beholding hope.
The girl walked up in front of the statue, slowly placing the book in her arms before it. It was a paper version of
"Wilderness Wanderer Immigration Act"
A single tear rolled down her cheek, falling into the wind under the morning sun,
"Leader, we have a new homeland."
