It was because of these people that the young man with the shovel was able to quickly assemble a workforce to confront the "Foreman".

He Ao recruited them, but didn’t start clearing out the foremen right away, instead dividing the twenty-five into two groups, fifteen in one and ten in the other.

The group of ten was responsible for staying behind, while the group of fifteen followed him down to the fourth floor, unlocking the passage between the third and fourth floors, and entering the third.

Most of the first team consisted of those who had been fighting alongside him from the twenty-sixth floor. He sent these people to the warehouse area to drive out several dozen trucks.

In the wilderness, driving was a basic skill. The youth who had escaped the factory had learned to drive at the age of eleven or twelve.

The young man who first took up a shovel asked quietly beside He Ao; he was the leader of the first team.

"Hope Building,"

He Ao watched the convoy disappear into the rain, "Once you get there, someone will be there to meet you."

Hope Building was a huge high-rise located in the northwest of Aston District. It once served as the headquarters for the Hope Group. After Hope Group relocated, it became a nest for gang members and vagrants, the largest slum of Dawn City housing tens of thousands.

He Ao naturally didn’t have an informant inside the Hope Building, but Viktor did.

His deal with Viktor stipulated that if Kyle attacked him, he would help Viktor eliminate Kyle. In exchange, Viktor would help settle the Wilderness Wanderers rescued from the factory at the Hope Building.

As the controller of Dawn City’s largest underground gang, Viktor indeed had the power to do so.

Hope Building had a mix of different people, and it harbored great hostility towards the Federal Bureau of Investigation and the Dawn City government. Inside, there was no immediate worry of being chased out by the City Defense Army, making it a short-term safe haven.

Of course, this wasn’t a long-term solution.

The sudden influx of more than six thousand people into Hope Building could cause resource conflicts severe enough to alter the internal structure of the entire building. Should the Wilderness Wanderers attempt to settle there long term, they would inevitably clash violently with the building’s original forces, which was beyond Viktor’s ability to handle.

All he could do was try his best to have these Wilderness Wanderers stay at Hope Building a little longer.
