Hope Building was a huge high-rise located in the northwest of Aston District. It once served as the headquarters for the Hope Group. After Hope Group relocated, it became a nest for gang members and vagrants, the largest slum of Dawn City housing tens of thousands.

He Ao naturally didn’t have an informant inside the Hope Building, but Viktor did.

His deal with Viktor stipulated that if Kyle attacked him, he would help Viktor eliminate Kyle. In exchange, Viktor would help settle the Wilderness Wanderers rescued from the factory at the Hope Building.

As the controller of Dawn City’s largest underground gang, Viktor indeed had the power to do so.
