Thus, those with true talent would not cultivate the Divine Dao. Only those with no other choice and unable to succeed in other paths would choose to practice the Divine Dao.
In simple terms, true geniuses do not cultivate the Divine Dao, while only mediocre and ordinary people choose the Divine Dao.
Just like those favored by Heaven and Earth, Innate Divine Demons, they hold the Divine Dao in utter disregard, would never even consider cultivating it.
The main targets of Jiang Chen’s Investiture of the Gods are those who have passed away, particularly those who have died long ago but still refuse to go to the underworld for Reincarnation, using all means to linger in the mortal world.
Of course, the ghost souls mentioned here are not evil ghosts or vengeful spirits but noble souls with the Aspiration of all beings or endowed with a great deal of Merit.

And thus, even after death, their souls remained indestructible, eternally conscious, lingering in the mortal realm.
This world does have an underworld, with Ox-Head and Horse-Face, the Black and White Impermanence, and countless soul-reapers. Normally, after death, souls are taken to the underworld by the soul-reapers.
Those who fail to reach the underworld either dissipate or become malicious ghosts, hunted by soul-reapers. Aside from these, there were the previously mentioned spirits that had accumulated great merits in life, and after death, were protected by these merits.
If such souls are unwilling to go to the underworld and stubbornly stay in the mortal realm, then neither Heaven Court nor the underworld have any means to deal with them.
