Wrongful Death City was where the spirits of these wrongfully deceased resided in the Netherworld.

According to the normal history of Chaos World, Wrongful Death City was a place created by Ksitigarbha Bodhisattva for the spirits who died due to undeserved disasters, located near Naihe Bridge and the Blood Pond Realm, managed by the Sixth Yama King of the Ten Yama Kings.

Unfortunately, that was the normal history of Chaos World. Now, with the emergence of Jiang Chen, the course of history had long since deviated. Since Mother Earth had abolished Ksitigarbha Bodhisattva hundreds of years ago, there was naturally no chance for creating Wrongful Death City again.

However, Wrongful Death City was exceptionally crucial for the Netherworld and had to manifest. Thus, the responsibility of constructing Wrongful Death City fell upon Jiang Chen.

After all, it was Jiang Chen’s doing that Ksitigarbha Bodhisattva was abolished by Mother Earth. Since he had caused the demise of another, it was natural that the task destined for the other fell upon Jiang Chen.

Of course, constructing Wrongful Death City for those who died wrongfully was not a bad thing; on the contrary, it was a good deed. Upon completion, it would yield a significant amount of continuous Merit.

The wrongfully dead were those whose natural lives were not yet completed. Since their natural lifespan hadn’t ended, they couldn’t enter Reincarnation and could only wander in the Netherworld until their allotted lifespan ended, after which they could reincarnate.

But simply allowing the spirits of these wrongfully deceased to wander in the Netherworld was problematic, so the emergence of Wrongful Death City became inevitable. It exemplified the order of the Netherworld, taking in souls unable to reincarnate into its custody to prevent disturbances.

After death, the wrongfully deceased gathered in Wrongful Death City and lived there until their destined lifespan ended.

For instance, if someone was supposed to die at the age of ninety but died accidentally at forty, their spirit would be gathered in Wrongful Death City until the age of ninety before they could leave and reincarnate.

During this time, the spirits within Wrongful Death City could live as the living do, and they could also look from the city walls to see if those who had wronged them received their deserved retribution.

However, their personal freedom was strictly controlled. They couldn’t receive paper money or papercraft offerings that their living relatives burned for them, nor could they return to the living world during the Ghost Festival like other spirits to receive offerings from their living relatives.

All offerings burned for these spirits were temporarily kept by disciples of the Shangqing Palace assisting Jiang Chen, until these spirits personally saw those who wronged them receive their deserved retribution, appeasing their bitter hearts and clearing their minds of resentment before entertaining thoughts of reincarnation. Only then would these items be returned to them.

Such measures were taken to ensure stability, as the offerings from their living relatives were the source of power for these spirits. The more devout the offerings, the faster their power increased—the very beginning of the Incense Fire Divine Path.

Naturally, the wrongfully deceased harbored resentment. If empowered by thoughts, their strength would rapidly increase, transforming them into malevolent spirits. Influenced by resentment, their personalities would drastically change, becoming incredibly irate and vengeful.

At the least, they would cause chaos everywhere, disrupting the peace of the Netherworld. At worst, they would bring calamity to the area, causing suffering and destruction among the living. Therefore, it was necessary to manage them collectively.

In summary, everything was for the sake of stability; the Netherworld must not be thrown into disarray.
