Since the establishment of the infinite purgatory, the weakest of those confined within were at the realm of the ancient Daluos, and even Quasi-Saints weren’t exempt from finding themselves imprisoned there.
The heads of all parties must be insane to dare offend the Underworld authority. Should they truly enrage the Underworld judges, and end up locked in the infinite purgatory, only the intercession of a Saint could ever hope to save them—otherwise, escape would be a futile wish.
Recently, due to the demise of the Emperor of Fengdu, the Underworld authority became much more subdued, but even a camel on the brink of death is still larger than a horse. Within the Three Realms, there are still very few who would dare to offend the Underworld authority.
Simply put, the Underworld authority and the Bureau of the Netherworld serve as two major administrative bodies, although their targets differ completely. The Bureau of the Netherworld has always dealt with ordinary mortals, common living beings, and some lesser cultivators.
The Underworld authority, however, targets those of a status above celestial beings. If any cultivator, relying on their profound cultivation, causes harm to the world, then the Underworld sends out its ghostly deities to capture them.
For a power that dares to target cultivators, naturally there are many experts, and it’s impossible to be supported by just the Emperor of Fengdu alone. So even though the Emperor of Fengdu has perished, it hasn’t had a great impact on the Underworld authority.
The Underworld authority is far more domineering than the Bureau of the Netherworld, which is why they occupy the first divine mountain of the Netherworld, Mountain Luo—also known as the Yin Mountain. It’s the first divine mountain that appeared after the birth of the Netherworld, a holy ground for the Ghost Dao.
Jiang Chen paid close attention to Mountain Luo and the Underworld authority because, after the fall of the Emperor of Fengdu, he was one of the most suitable candidates to take over.

The Netherworld is a complete world; naturally, it would nurture its indigenous gods, referred to as the six heavenly ghost gods.
The power of the Underworld authority lay in its integration of most of the ghost gods’ power within the Netherworld, which allowed it to rise after Mother Earth withdrew from the world and Ancestor of the Underworld River was sealed, becoming the third most powerful force in the Netherworld, second only to them.
To speak frankly, the Underworld authority, forged from the power of Netherworld ghost gods, is considered the most legitimate power in the Netherworld. Thus, even when the Taoist Ancestors established the Bureau of the Netherworld there, they did not suppress the Underworld authority.
The Taoist Ancestors had their own reputation to consider; establishing the Bureau of the Netherworld was already quite audacious. Suppressing the indigenous powers of the Netherworld would simply look too ugly. With their high status, would they really act in such a manner?
As a result, after the establishment of the Bureau of the Netherworld, the Underworld authority was not only spared from suppression but was further developed, and this likely included a form of compensation from the Taoist Ancestors.
Of course, the main reason was that the Underworld authority worshipped Mother Earth as their deity; this was the fundamental reason for their enduring prosperity.
Although the Netherworld was not created by Mother Earth, it came into existence because of her. With this cause and effect in place, all indigenous beings born of the Netherworld viewed Mother Earth as their ancestral god and respected her greatly. Thus, even if external forces were substantial, they wouldn’t truly dare to act against the Underworld authority.
In the end, internal powers of the Netherworld, though complex, are fundamentally based on Mother Earth’s authority. Offend Mother Earth, and nobody could last long in the Netherworld. Just like how Ksitigarbha Bodhisattva once held great sway in the Netherworld, virtually behaving as its master.
But what was the outcome? Mother Earth merely had a thought, and he was cast down to the dust, never to have the chance to become a Buddha in this life. To that, even the two Saints of the West dared not utter a word, demonstrating Mother Earth’s dominance.
