Chapter 1569: Ying Zheng’s Checkmate Move

The vote for the lock was unanimous. Although some people worried about the issue of privacy, considering the two beings involved, they probably had no privacy to begin with. Then, as soon as the voting went through, the lock in the sky solidified, and another vision spread between Heaven and Earth.

A cloud-sized golden merit manifested in the sky before breaking into two. A tenth of it went to Wang Wei, while the rest went to Maitreya. Numerous jealous gazes targeted Wang Wei, as they didn’t dare be insolent towards Buddhism. However, he couldn’t care about these things because of how Yan Hai was staring at him.

"Hand it over, greedy boy."

Wang Wei’s lips twitched. He wanted to argue, telling her the rules hadn’t officially been set in the sect, but he knew it was pointless to argue with his diabolical woman. So, he sighed and cut off 80% of the merit and gave it to her.

"I know it must hurt," she grinned, but Wang Wei ignored her.

Yan Shirong frowned after seeing Wang Wei’s reaction. "While sect loyalty is enough to convince the sect members, maybe we should also give an incentive to reduce their resentment."

"What are you thinking?" Qiyuan asked.

"How about a contribution list? Everyone is included — including us — and the top 100 will receive direct instruction from Sir Wang Bo after he has been sanctified. We can also add other rewards for the ones outside the top 100."

"That’s not a bad idea," Qiyuan nodded. "Sir?"

"Since everybody will be working for my sake, it’s the right thing to give something in return," Wang Bo nodded.

"Are you happy now?" Yan Hai asked.

"The main event is about to happen," Wang Wei said, still ignoring her. All eyes focused on the stadium. Monk Wuzhi thanked everyone for their participation, and just then, Ying Zheng’s voice spread throughout the palace.

Everybody, including Wang Wei, thought no one else would hope. After all, the affair of the Primarch was the primary cause of this assembly. However, someone from the Sea Race jumped in and boldly asked that the number of Overlords be increased to include the other Primal Lineages, which included the Sea Race, the Barbarian Race, the True Essence Lineage, and the Dynasty Alliance.

This proposition was immediately objected to, but this Lion Turtle Demon seemed prepared to cause trouble. The latter modified his proposition and asked that there be a 14th Overlord, and that the Primal Lineages should form an alliance of some sort.

His argument was logical and well-delivered, stating that the world has more powerful factions to face the disaster. He even strongly suggested replacing the Limitless Exchange Hall from its position as Overlords.

Unfortunately, besides Buddhism —which abstained— everybody voted against his proposition. The top Overlords might have disdained the weaker ones, such as the Limitless Exchange Hall, but they understood the importance of preserving the status quo. If someone can challenge the Limitless Exchange Hall now, they can challenge the Grand Sect Alliance tomorrow.

"What’s the point of this pointless suggestion?" Yan Shirong asked. "Did they really think this would pass?" Just based on how the other Primals reacted and refusing to vote, it’s apparent they were unaware of the Sea Race’s plan before now.

"They are testing the waters," Qiyuan replied.

"Are they planning to attack the Limitless Exchange Hall?"

"Very likely," Qiyuan nodded. The hall has always been the weakest link, with only one proper Primal, meaning the upcoming chaos will be a turbulent period for them. Forget about becoming a Transcendent Faction — they will be lucky to preserve their status as an Overlord.

Wang Wei smirked after seeing this situation. The hall’s plight increases the chances of his plan working. Now that they realize how weak they are and how everybody is eying them, they will be more open to alliances with other Overlords, and also more desperate to cultivate another primal — even a flawed one.

After the Sea Race debacle, no one had anything else to say, so Ying Zheng finally took the stage. In fact, he had to thank Buddhism and the Sea Race since their presence bought him a little time. The appearance of the Samsara Eye ruined a part of his plan, so he had to improvise.

"This assembly has a long history," Ying Zheng started. "Even before it took its final form during the Second Origin War, we’ve held assemblies to discuss current issues, negotiate, or work together. It’s because of it that we survived numerous catastrophic events — it’s because of it that we successfully orchestrated the greatest war this Chaos Universe has ever seen."

Wang Wei rolled his eyes at how dramatic this bastard was acting. Greatest war? Maybe in the Paragon Age, but it was far from the greatest the Chaos Universe had seen.

"We are now facing a new challenge, and like we’ve done before, I believe unity is the key to surviving this disaster," Ying Zheng continued.

"Does he want to call for a council?" That’s what most people thought. During the first official Overlord Assembly, Qiyuan proposed the creation of the council in case of an emergency. Everyone agreed to work together during an emergency, and then, Qiyuan used the council at a later meeting to propose the start of the Second Origin War.

However, no one wanted the [Eternal Council] to be established in this meeting. Unlike before, where things were relatively equal or balanced, a council in the current political landscape would mean Buddhism has all the power, and no one wants that.

"We need unity to combat what is to come, and I don’t mean the previous loose organization, but a true and official organization sanctioned by Heaven and Earth."

"This bastard," Wang Wei suddenly cursed; the space around him twisted due to his agitated emotion. As expected, Ying Zheng’s following words are what he just figured out.

"That’s why I suggest the establishment of the Heavenly Court," Ying Zheng announced. "Now, before everyone overreacts, wait until I’m done speaking." Ying Zheng’s words calmed down the agitated aura in the room.

"I know everybody’s concerns are the division of power and benefits, and I’ve taken it upon myself to divide things," Ying Zheng continued. A projection of an image appeared behind him, first showing his face with characters written at the bottom.

"The position of Heavenly Emperor will belong to Qin. But," — Ying Zheng raised his hand to stop everybody from rioting again. —" We will not have absolute power, but share most of the power. The court will be run by a Divine Council of Conferred Gods who hold official positions. Besides controlling the court’s power, the Gods’ primary purpose will be to offset some of the burden from Heavenly Dao, allowing it to preserve more World Source — World Source that can be better utilized for the upcoming disaster."

"This bastard is not even hiding it. At least, change the names," Wang Wei said with gritted teeth. To be fair, the concept of Conferred God was not entirely his and derived from stories about the Jade Emperor, but he’s the one who adapted it to fit this world’s civilization.

"50% of the God’s Seat will be granted to the Grand Sect Alliance," Ying Zheng continued.

"What?"

"Repeat that again?"

"Calm down and allow me to finish before you react," Ying Zheng said calmly. "Once this system is enacted, Heavenly Dao will have ample World Source, and it will grant us a bit of its reserve for the operation of the Heavenly Court.

"That’s why the court will establish a Resource Management Department controlling the reserve World Source, and the Dao Opening Sect will run that department." The picture of Qiyuan appeared in the projection behind Ying Zheng, with its position written in minor characters underneath.

"Taoism and Buddhism will be the official religion of the court, and in turn, the Eternal Ascension World. Lord Maitreya will be crowned as the Saint of the court, receiving endless destiny and merit.

"The Myriad Clan Union will be in charge of training the court’s Divine Soldiers. The Celestial Clan grants your union the ability to create Tier 10 and 11 powerhouses in great quantity. Additionally, you have many races with unique bloodlines, which allows you to train unique legions. With enough resources from the court, we can have a large enough army for the disaster.

"The Sword Path League will be in charge of the Court’s Disciplinary Hall. You will be in charge of ensuring that everybody follows the rules, but please keep in mind that you will also be deployed, when the council deems necessary, to fight foreign enemies.

"The Tribal Sacred Mountain and God Demon Cave will be in charge of the court’s Divine Generals. While the union trains the soldiers, you will be responsible for leading them.

"The court will have two pavilions. The Origin Seal Continent controls the Divine Protection Pavilion. They are responsible for the court’s array and other forms of protection.

"Then there is the Divine Manufacturing Pavilion, which the Skill Path Association controls. The court will provide the resources, and the association will dedicate many of its talents to refining pills, talismans, weapons, puppets, etc, for war preparation.

"The Limitless Exchange Hall will serve as the court’s Scout/Spy Regiment. You can create a mission board for tasks about infiltrating the enemy’s base and gathering intelligence.

"Lastly, the Divine Faith Haven will be in charge of Disaster Relief. Your people will be in charge of cleaning up and healing the world after a battle, thereby taking a heavy burden off Heavenly Dao."
