Qing Su, clad in white robes, rode on a rainbow of light.
Li Ping’an snuck into his master’s sleeve after a long absence, his Daoist heart utterly at peace.
Qing Su asked him, “Disciple, have you been solely working on those new policies for the past half year?
I’ve heard many praising you, saying you have a talent akin to that of a divine strategist.”
Li Ping’an lazily replied, “This disciple is indeed, handling a myriad of affairs…
just kidding, the truth is I spent half a year cultivating using Mo Wenqing’s identity in two departments of the Eastern Alliance.”
“Cultivating?”
“Well, I had nothing much to do, so I stayed there to ponder on the Great Dao of Clouds and cultivate the method of spirit metamorphosis.”
The little bee that Li Ping’an had transformed into sighed softly:
“The new policies I proposed were actually prepared earlier.
The main approach was to request the Eastern Alliance dispatch troops to station at the various major towns and establish local government offices affiliated with the Eastern Alliance.”
“To give loose cultivators a place to seek justice for their grievances, to make various sects think twice before acting, and to also use the power of the Eastern Alliance to protect the loose cultivators.”
“Such matters, even if I did not attend to them, my father would likely address them in eventual memorials.”
“What I truly intended to prepare as new policies were inner reforms for the Eastern Alliance.
These couldn’t be implemented from within the Eastern Alliance, and moreover, after observing the Eastern Alliance for half a year, I suddenly realized…”
“The Eastern Alliance has too many problems.”
Qing Su inquired, “What problems specifically?”
“Not that the Eastern Alliance itself is rotten.
“From my encounters, I’ve found that most of the elderly Immortals working in the central alliance are decent people.”
“Either they hail from important sects or they are loose cultivators who have achieved True Immortal Dao Fruits, joining the Eastern Alliance to shine and contribute.”
Li Ping’an spoke as if he was casually chatting:
“The biggest problem with the Eastern Alliance is that it is not a dynasty; it is not the court of Emperor Xuanyuan.”
“Emperor Xuanyuan’s court was inherited by the Human Race in the Southern Continent, which is essentially the main breeding ground for the Human Race, with legends of the Three Sovereigns and Five Emperors passed down, developing with mortals as the main body.”
“The Eastern Alliance is essentially formed from the military forces of the past Human Race.
It is mostly dominated by military generals, and although there are civil officials, their responsibilities only encompass bookkeeping, accounting, and writing military codes.”
“At present, the contradiction within the East Continent lies in the fact that the numerous towns and mundane Immortal Dynasties lack a unified legal code and a complete system to manage these resources.
That is the main reason why major sects are expanding recklessly, good and evil are intermingled, and the Demonic Path is running rampant…”
Li Ping’an paused his speech and raised his head to look at his master.
From his perspective, his master’s jawline was still as exquisitely beautiful as before, her fair and lovely face seemed to carry a gentle smile.
Li Ping’an knew all too well.
In this half year, his master, along with the senior Wen Rou, had been feasting, hunting, and barbecuing in the Ruins of Heaven, living quite the comfortable life.
His master occasionally even went to the military camps to spar with the Heavenly Immortal generals, presumably improving her skills in magical combat.
“Why have you stopped speaking?” Qing Su suddenly asked.
Li Ping’an said, “Have you started taking an interest in these matters too, Master?”
“Not really,” Qing Su replied, “but I find listening to you speak very soothing.
It’s something I haven’t heard in half a year.”
Li Ping’an quickly said, “Then after I return to the Eastern Alliance next time, I will visit Master every now and then…
It’s just that this true body of mine, wherever it goes, is bound to be eyed by crowds of elders, which makes it really inconvenient to move around.”
Qing Su suddenly pursed her lips and squinted, her beautiful visage seeming to melt like snow for a moment.
Li Ping’an: …
Did Master just smile?
Ah, Master does look quite lovely when she smiles.
But of course, such thoughts shouldn’t be said aloud.
After traveling most of the day and as dawn broke in the eastern sky, Dong’an City came into view.
In the past half year, Li Ping’an had learned a few tricks in the ‘office’ from some elder predecessors.
Now his Primordial Spirit invoked a spell, his eyes flickering with purple light as he looked intently at Dong’an City from afar.
Wow!
A vast expanse of purple qi rose into the sky, forming a soaring serpent in the air, while the East Sea supplied an endless stream of purple qi.
Although grey light, symbolizing evil spirits, scrambled in the west, the phenomenon of the serpent in this place was as stable as Mount Tai.
“Master, Dong’an City is actually a land of great geomantic treasure.”
Qing Su inquired, “Why do you say that?”
Li Ping’an thought explaining the art of geomancy was too troublesome, so he simply said, “I just feel that it is.”
Qing Su, puzzled, had her gaze lingering on several newly opened taverns.
She was about to enter the city when the protective formation around Dong’an City lit up with some Immortal light, and nearby patrolling Immortal soldiers called out:
“Hold, Immortal!
This is Dong’an City, the location of the Eastern Alliance Inspection Office; please enter through the city gate and register!”
Qing Su stood still above the clouds, with a white cloud at her feet.
Looking down towards the gate, she could see three distinct levels for entry: Immortals, non-Immortal Artifact Refiners, and mortals.
Each had their entrance, all orderly, with everyone required to register upon entry.
“We even have to queue up.”
Qing Su touched her chin, pondering.
Just as Li Ping’an was about to convince his master that it could be nice to experience queuing up, Qing Su flicked her wrist and suddenly held a jade token in her hand.
Eastern Alliance Fifth-Rank Martial Envoy!
The team of Immortal soldiers respectfully bowed from afar, while one of the soldiers gestured them through, signalling to someone on the city wall to open a special entrance used by the Immortal soldiers.
Qing Su nodded slightly, her left hand held in front of her and right hand behind, and with an air of composure and in full view of the onlookers, she entered the city and headed straight for the new taverns.
Li Ping’an: …
That subtle expression from Master just now meant ‘triumphant,’ didn’t it?
Indeed, being an official is all about exploiting privilege, the ancients truly did not deceive us.
After settling Master Qing Su in the tavern to taste the new delicacies of Dong’an City, Li Ping’an went straight to his residence to find Wen Ling’er, who was meditating in the courtyard.
