"Of course," Clark replied, "You should know that the Universal Alliance controls warships strictly. Each civilization has certain equipment standards, and only Level Five civilizations can buy warships without restriction, hence our industry emerged."

"I know!" Zhang Menglong nodded, "You purchase warships through Level Five civilizations and resell them to those who can’t buy directly, making a profit on the price difference."

"Yes, sir, but there are two cases. One is with existing in-stock warships, which can be delivered once you place an order. These warships will still be registered under the original civilization, but they will be practically yours."

"What level is your civilization?" Clark asked expectantly.

"Just an ordinary Level One civilization."

As for a Level One civilization, where would the money come from? They’re probably just buying a few Level Two civilization fleets, right? With that thought, Clark felt a bit deflated.
