These council members are mostly high-ranking aristocrats, half of them being nouveau riche with financial backing, the other half being old aristocracy representative of feudalism.
The administrative buildings in the second district are quite centralized, serving the officials of the Imperial Capital.
The third and the fourth district are dominated by commercial streets. The third one is classier with libraries and museums as well as luxury goods stores such as jewelry shops and clothing boutiques. The fourth district is rather common with all sorts of shops. All of Pleasure Street in Florence is located here.
The fifth and the sixth districts serve as residential areas, covering the largest area, probably accounting for more than half of Florence’s city area. The seventh district is home to some special organizations, such as army barracks, a sanatorium, and the headquarters of the Dark Hunt Organization. However, there’s actually a hidden eighth district in Florence.

At five in the afternoon, as the sky grew dusky, a black horse carriage embarked from the metallic post at the station, gradually picking up speed on the broad main road.

Now retired, some of them became instructors, training qualified new hunters for the Dark Hunt Organization. Others became managers in the branches of the Hong Li Empire counties. They supported neither the Royal Family nor the Council, and they could hardly care about the internal intrigue within the Dark Hunt Organization.
These old hunters held no allegiance, they only supported the Black Mechanism Chief Inspector. Their sole and pure intention was clear: eradicate all dark creatures within human society, ridding it of all sin and disaster.
Bloody Axe Herbert was one such old hunter, only slightly more relentless. Despite his decline in strength and advanced age, he was still fighting on the frontline of the hunts, exhausting the last bit of his life energy.
