Chapter 378: Chapter 378: This is the National Standard
A few days later, Qin Lan found Fang Jie, but several other people came along as well.
Fang Jie did recognize some of them. Liu Yuanyuan and Qin Shulan had come to this place, and so had Li Mingshu. The others looked somewhat familiar, but he didn’t actually know them well.
However, upon seeing Fang Jie, those other people were somewhat excited.
As their direct superior, it had been incredibly difficult to meet him, shrouded in mystery as he was.
As Fang Jie’s power under his command grew stronger and stronger, he was becoming almost mythical.
"What brings so many people here at once, what’s the matter?" Fang Jie asked curiously.
Qin Lan replied irritably, "What’s the matter? Isn’t it the task you assigned to me? You asked me to establish a management organization, and I haven’t had any proper rest during this period."
Indeed, one could see traces of dark circles on Qin Lan’s delicate face.
One must know that Qin Lan now had a certain amount of Elf lineage and was also an Elemental Master of Black Iron rank. If such signs appeared, it meant she really hadn’t had proper rest recently.
"Ha-ha, isn’t that what they say, more work for the capable?" Fang Jie said with a hint of embarrassment.
Others, seeing Fang Jie’s attitude, had some reservations. This Lord didn’t seem as hard to talk to as the legends suggested, but rather seemed like an ordinary person, without any airs.
"This is the preliminary list I’ve drawn up, as well as the Cabinet management list."
Fang Jie took the list, noticing the distinguished names. Everyone present today had their name on the list.
Qin Lan had divided the entire Cabinet into different departments, including finance, personnel, public security, and so on, with a total of sixteen departments. This dispersed all the power so that it wouldn’t be concentrated in the hands of a few individuals.
On top of that, there were other scattered minor positions, adding up to more than a hundred seats in total.
Of course, not everyone was present at the place today, but those who were occupied relatively important positions. Thus, meeting Fang Jie today was also a way of familiarizing themselves with each other.
After all, it would be a joke if, in the future, the subordinates didn’t recognize their Lord, or if the Lord didn’t recognize his subordinates.
The Territory would inevitably contact some powerful forces in the future, and such jokes could lead to unforeseen consequences, which is no wonder Qin Lan was so concerned.
Among them were not only people from Earth.
Promotions were seemingly based on merit and experience, and everyone had their reason for being promoted.
Only a small part of the people here were from Earth; most were actually natives or Hero Units under Fang Jie’s command. Not to mention the abilities of these Hero Units, but their strength and merits were certainly not few.
With these people involved, there wouldn’t be concerns about Fang Jie being sidelined.
Although Fang Jie had absolute control over the military and generally didn’t need to worry about such situations, Qin Lan tried her best to ensure everything was well managed.
Additionally, many positions were still vacant, and those that were filled detailed the specific reasons, as well as the personalities and relationships of those people. If all this information were compiled, it would probably make for a sizable book.
It was evident that Qin Lan had indeed put in a great deal of effort.
"Very well, let’s proceed with this plan, and thank you for your trouble."
Qin Lan sighed, knowing that Fang Jie would say just that.
"Also, for the position of Cabinet Prime Minister, you might as well take it, as no one else is more suitable than you."
As Fang Jie spoke, something suddenly occurred to him, "Wait, this plan feels like it’s for governing a country, isn’t this a constitutional monarchy?"
"You’ve noticed, haven’t you? It actually is, more or less, but with some modifications."
Qin Lan said with a smile, "Haven’t you realized? Your Territory has now grown incredibly large, and calling it a nation wouldn’t be an issue. No, considering its size and population, it’s even greater than our former country on Earth."
Fang Jie hadn’t thought about it carefully at first, but now it seemed true.
"Although you’ve divided the management using Lords and a feudal system, central management cannot merely rely on ordinary methods," Fang Jie nodded, realizing that this was indeed the case.
"Moreover, military matters can’t be taken so lightly. In fact, if our main military force weren’t made up of manufactured troops, such management methods would have already encountered problems." Li Mingshu commented.
"I’m aware of that. Alright then, when you return, compile a detailed plan for me."
Li Mingshu felt an urge to hold his head. One shouldn’t speak in front of such a Lord. As soon as he spoke up, he immediately found himself loaded with a big task that he didn’t know how long would take.
Although Fang Jie’s act of delegating authority was comfortable for them, it also kept everyone extremely busy.
Qin Lan looked at Li Mingshu with a sympathetic gaze, it was his own doing that opened this Pandora’s box.
However, regarding military matters, Li Mingshu, a professional, was indeed a much more appropriate choice than Qin Lan. Besides, Li Mingshu’s former subordinates were all very capable.
In recent times, Li Mingshu had been expanding, recruiting many from other military districts and even some retired soldiers. When it came to talents in this field, Li Mingshu’s side had the most.
"There’s also another issue, Jia Siwei has been actively maneuvering to gain a seat in the Cabinet."
Fang Jie was unsurprised; given Jia Siwei’s nature, it would have been odd if he were content with the status quo.
"What do you think?" asked Fang Jie.
"Assigning him a seat wouldn’t be a problem, after all, his merits are clear. But given Jia Siwei’s character, we can’t give him too much at once, lest he starts wanting more."
There are always those who are never satisfied, and Jia Siwei was one of them. If given too much too quickly, no one knows what the future might hold. Such a person, if not kept under firm control, might even turn traitor one day.
Fang Jie wasn’t worried about Jia Siwei betraying him, so he didn’t consider that possibility.
"In that case, give him a seat. No, give him several, some unimportant ones, to accommodate his subordinates. The best kinds are those where they don’t report to each other."
This way, Jia Siwei wouldn’t be able to cause any trouble, and if he still could, then it would only imply that there was something wrong with him.
Everyone present was no fool; they understood Fang Jie’s intentions immediately.
"And as for you, Qin Shulan, don’t worry about not having a Territory yet. I already have a plan for you, overseas," Fang Jie said to Qin Shulan.
