Chapter 911: Chapter 570: Giant Dragon Coast Unification Plan_2
After he had seen Veranika off, Gaven returned to the meeting room and smiled at Yeshandalah and Fan Ruina, "Even if you hadn’t come to me, I would have sought you out next. I have here a draft proposal for deep cooperation. Take a look at it, and after you’ve read it, we can talk more."
Gaven certainly did not intentionally overlook the Avenger Rebellion Army; he had always been looking for a point of convergence that would benefit both sides.
"Sss..." Yeshandalah and Fan Ruina simply glanced at Gaven’s draft plan and couldn’t help but gasp in shock.
They knew that Gaven’s ambitions were great, but they hadn’t expected them to be this grand.
For the title of the plan was none other than the Giant Dragon Coast Unification Plan.
However, the main body of this unification plan was not the Conqueror Army, but their own Avenger Rebellion Army.
Compared to this vast plan, the issues they had come prepared to argue with Gaven about became minor schemes that couldn’t even be brought to the table.
Gaven aptly spoke up, "I believe that after this incident, you have a deeper understanding of the situation on the Giant Dragon Coast. The power here is actually controlled by a group of Dark Forces, and the City Lord Mayor we just negotiated with is but a puppet they put in the limelight.
To wholly change the situation here, the strength of one individual, of one city, is not enough. It requires a change in the entire ruling model of the Giant Dragon Bay, a change in people’s entrenched perceptions, a complete eradication of Dark Forces from here. What do you think is the most important thing for this task?"
Without a moment’s hesitation, Fan Ruina replied, "Military force, a strong military force."
"A strong military force is indeed one way, but I think that is not what Lord Baron wanted to ask. Because if we rely purely on military force, it will inevitably involve a great deal of bloody conflict, which our current situation demonstrates. Pushed to the brink, those Dark Forces might even unite in an abnormal alliance," Yeshandalah analyzed for Fan Ruina, or rather, she used the opportunity to clarify her own thoughts.
Although she had not known Gaven for long, she had learned much, the most important being that her horizons had broadened, and with it, her mindset, especially now that Gaven’s cooperation proposal was laid out before her. Dreams she had only dared to imagine before surged into her mind.
"Exactly," Gaven affirmed Yeshandalah’s thoughts and posed his question with a prerequisite condition, "Without absolute military force, what is the best method to eradicate these Dark Forces?"
By then, Yeshandalah had her own answer, "Eradicate the breeding ground of these Dark Forces. The Dark Forces prevail on the Giant Dragon Coast for many reasons, but the main one is the peculiarity of the industries here.
First are the rampant Pirates, whose activities have severely hampered the development of the Giant Dragon Coast’s own maritime trade, while also luring a large portion of the strong youth into this high-risk, high-reward industry, thus spawning even more villains.
It also fosters the emergence of land-based fence agents like the Purple Mask and Tidal Blossom.
Second is the existence of the slave trading industry, an industry that promotes getting something for nothing, which is the most conducive to the growth of Dark Forces.
If these dark industries are not rooted out and there is enough profit to motivate them, the Dark Forces will not cease.
But, it all comes back to square one, to banish these dark industries, you must have a strong military force as backing."
"Strike close and ally with those afar," Gaven smiled in response, "Fighting Pirates is not only the responsibility of the Giant Dragon Coast alone, but a common concern for all nations along the Sea of Fallen Stars. On this matter, you can definitely reach a consensus with those nations and cities to promote this endeavor together.
Surely, the Komeer Kingdom will be your staunchest ally in this regard.
Moreover, not all of these Dark Forces are necessarily evil. For instance, the Light of Posku is quite interesting. It is indeed a bona fide Thief Guild, but now it has come into the open, directly controlling the city. Many of its methods, although originating from the Thief Guild, are already showing the form of governance, and they are more efficient than that of ordinary cities. Because they are sufficiently straightforward and direct, they leave no living space for other Dark Forces, as they themselves are experts in this field.
Given a certain degree of guidance and development space, this Thief Guild will transform into the city’s ruling class. Then, who can say they are still a Thief Guild?"
The cities of the Giant Dragon Coast studying Gaven and the Conqueror Army, and Gaven and his team, in turn, were also collecting information on these cities of the Giant Dragon Coast, especially the Dark Forces, which were a focus of attention. He did not dare claim to have them completely under his thumb, but at the very least, he was clear about who his real opponents were in this encounter.
Yeshandalah simply closed the document in her hand and stared intently at the young man in front of her, "I must admit, this is a very tempting plan, but in this, I only see the benefits for us Avengers. What do you want to gain from it?"
Any plan has to be mutually beneficial, especially one proactively proposed by the other side that seems to show no clear benefit to them. Yeshandalah couldn’t help but be cautious, wary of any hidden catch.
"Do benefits really need to be written out explicitly?" Gaven sighed inwardly.
His decision to support Yeshandalah in unifying the Giant Dragon Coast was not a spontaneous one. Instead, it was devised by a gathering of his think tank team, including an invitation to Lady Strategy and the Chosen, Katherine and Zalanda, who collectively created this strategic plan.
